Contracting of specialized services for the design, development, implementation, integration, initial operation and evolution of corporate data management and artificial intelligence capabilities in the Administration of the Principality of Asturias, within the framework of the Integral Artificial Intelligence Factory (FIIA).
To this end, the contract includes the coordinated provision of technological solutions, technical services, and organizational actions aimed at:
• The creation of corporate artificial intelligence platforms, their functional components, and their evolution.
• The secure integration of said capabilities with the existing systems, data and applications of the Administration.
• The implementation of controlled environments for experimentation and validation of AI solutions.
• Support for the data and artificial intelligence governance model, including organizational, methodological, and operational mechanisms.
• The execution of technical actions to improve data quality, traceability, and exploitation, including specific interventions on existing systems and processes.
• The development and implementation of artificial intelligence use cases, both on corporate platforms and through transitional or complementary solutions.

CONECTA 4IA (C4IA).
Specialized software development services for the creation and implementation of a corporate integration system that acts as a secure connection layer between the new institutional artificial intelligence (AI) platform and all official systems, applications, and information sources of the Principality of Asturias. This Lot 2 is called Conecta4IA (C4IA), a name alluding to connectivity for AI, and constitutes the essential integration component within the Integral Artificial Intelligence Factory (FIIA) of the Principality.

MOODLIA.
Specialized software development services for the evolution and improvement of the corporate online training platform of the Principality of Asturias by integrating advanced artificial intelligence (AI) capabilities. Specifically, this lot 3 covers the expansion of the Moodle Core 5-based e-learning platform with new intelligent functionalities designed to support training and capacity building of public staff. This Lot 3 is called MoodlIA, a name referring to the fusion of the Moodle platform with AI, and constitutes the component of the Integral Artificial Intelligence Factory (FIIA) program aimed at the training area.

PANDORA.
Specialized software development services for the creation and implementation of a secure and controlled testing and experimentation environment with artificial intelligence (AI) technologies in the Administration of the Principality of Asturias, through the development and implementation of an integral platform acting as an IDE in the regional AI sandbox, intended to test and validate AI applications, algorithms, and systems under controlled conditions prior to their deployment in real public service environments.

EVOLUTION AND OPERATIONAL SUPPORT OF THE DATA AND ARTIFICIAL INTELLIGENCE GOVERNANCE OFFICE OF THE PRINCIPALITY OF ASTURIAS (OGDIA).
Specialized support, operation, and evolution services of OGDIA, ensuring continuity and strengthening the Data and AI Governance model implemented in the Administration of the Principality of Asturias (APA).
OGDIA is conceived as a corporate and cross-cutting structure, capable of acting on the different areas and fields of APA where data and artificial intelligence have impact, and as the common framework of tools, standards and methodologies enabling the coherent and secure development of advanced analytics and artificial intelligence solutions.

SPECIALIZED DATA SERVICES: ETL OPERATION AND DATA QUALITY.
Specialized, temporary, and intensive service for the operation, maintenance, cleansing, normalization, and improvement of ETL (Extract, Transform, Load) processes and Oracle databases, aimed at cleansing historical data sets, stabilizing load and transformation processes, and reinforcing the quality, consistency, traceability, and reuse of the corporate information of the Administration of the Principality of Asturias.

Specialized services for the design, development, configuration, integration, implementation, testing, documentation, and transfer of artificial intelligence use cases based on NVIDIA AI Enterprise (NAIE) and Microsoft Copilot technologies, with a temporary character oriented to meeting the immediate needs of the Administration of the Principality of Asturias while completing the commissioning of the corporate capabilities planned in Lots 1, 2, and 4 of the Integral Artificial Intelligence Factory.
