The notice seeks to engage the market for AI-based solutions to enhance early breast cancer detection in Catalonia, focusing on compliance with regulations and integration into existing public health frameworks.

This notice provides information about the process and characteristics of the open market consultation; as well as preliminary information about a potential purchasing process for the solution. The purpose of this notice is to provide advance information about conducting an open market consultation (or preliminary market consultation, PMC) to gather the market's availability or the possibilities for the market to provide and systematically integrate AI-based solutions to support the early breast cancer detection program in Catalonia. Specifically, it is of primary interest that the application of AI tools allows for optimizing the resources of the early detection program, facilitating the expansion of the age range of screening (from 45 to 74 years) while ensuring human oversight and service quality. Specifically, solutions that: • Have CE marking certification and comply with applicable regulatory framework regarding the processing of personal health data (GDPR (Regulation (EU) 2016/679)), medical devices (MDR (Regulation (EU) 2017/745)) and AI systems and models (AI Act (Regulation (EU) 2024/1689)) • Are applicable to use cases identified in the context of breast cancer screening: general use over the population currently invited to the program (digital mammography in women aged 50 to 69 years); lower expanded age range population (digital mammography in women aged 45 to 49 years); upper expanded age range population (digital mammography in women aged 70 to 74 years); and cases of dense breasts (digital mammography in women aged 45 to 74 years with dense breasts (BI-RADS classification C or D) without prior history). • Can be integrated into the established care flow of the Catalonia early breast cancer detection program, considering the current organization and dynamics of the teams as well as the TIC tools and infrastructures of the Catalan public health system (SISCAT). The PMC is carried out as a preliminary step towards preparing for a potential innovative purchase (CPI) and all interested economic operators are invited to participate. The PMC will offer an overview of the objectives of the potential CPI and the purchasing process, providing advance information to the market to prepare for presenting offers for the potential future CPI. Additionally, the PMC involves analyzing existing technologies and provides an opportunity to pose questions to economic operators and contrast the results with a prior state-of-the-art analysis. Thus, the PMC must allow: — Analyzing whether the required technologies are commercially available and acquiring information about the advantages and disadvantages and the level of compliance with the desired functionalities; — Identifying market risks that may jeopardize business objectives and the supplier's operation; — Enabling and increasing opportunities for the industry to form suitable consortia to achieve the expected contract objectives. The PMC will begin with a public presentation event, open to all interested economic operators. Furthermore, a questionnaire will be available via the website to gather information from suppliers and available solutions. Operators that respond to the questionnaire will also have the opportunity to conduct bilateral interviews, should they wish to provide additional and/or more detailed information. All detailed information and documentation about the execution of the PMC, deadlines and participation options, as well as the information provided during the consultation, will be duly published on the profile of the contracting entity (https://contractaciopublica.gencat.cat/ecofin_pscp/AppJava/perfil/AQuAS) and additionally, on the Salut/IA Program website (https://iasalut.cat/reptes/). This notice also provides early information about the potential purchasing process of the solution and the expected date of CPI implementation. The potential procurement process will be carried out through an open innovative public procurement procedure for services where a single supplier will be contracted.
