The Government of China has obtained a World Bank loan to implement the “World Bank Loan for the Prevention, Preparedness, and Response to Emerging Infectious Diseases Project – Hainan Province Project (Global ‘One Health’ Hainan Demonstration Project),” and plans to use part of the loan to finance the consulting services under HN-FC-34: Consulting Services for “Identification and Investigation of Epidemic and Tropical Disease Risks.”



The main scope of this consulting service includes on-site sampling, specimen preparation and preservation, pathogen detection, data analysis, and reporting. Detailed information on the consulting services is provided in the attached Terms of Reference (TOR).



The total estimated input for this consulting service is 320 person-months, with an expected implementation period of 18 months after the contract is signed and becomes effective. The anticipated start date for the consulting service is February 2026.



The Hainan Provincial Disease Control Bureau (hereinafter referred to as the “Client”) now invites qualified consulting firms (the “Consultants”) to express their interest in providing these consulting services. Interested consultants should provide information demonstrating that they have the qualifications and relevant experience required to perform the services. The evaluation criteria for the shortlisting of consultants are as follows:



1?The Consultants should have a good track record and reputation.



2?In the past five years (from January 1, 2020, to the submission deadline), they should have successfully implemented at least two consulting service contracts for similar projects. Similar projects are defined as consulting assignments in the fields of infectious disease prevention and control, public health risk assessment, tropical disease research, or disease surveillance and early warning. Each consulting service contract should have a contract value of no less than RMB 2,000,000. Copies of the key pages of the contracts must be provided, showing at minimum: contract period, contract value, scope of services, and official stamps of both parties. If a bidder has experience with the above-mentioned international projects (including but not limited to projects financed by international financial institutions, Gates Foundation projects, Global Fund projects, etc.), it will be given priority. Key experts will not be evaluated at the shortlisting stage.



Interested Consultants should pay attention to the provisions of Chapter 3, Articles 3.14, 3.16, and 3.17 of the World Bank’s Investment Project Financing (IPF) Borrower Procurement Regulations (Procurement Regulations), November 2020 edition, which outline the World Bank’s policy on conflict of interest.



Consultants may submit Expressions of Interest jointly with other firms to enhance their qualifications, but must clearly indicate whether such collaboration is in the form of a consortium and/or subcontracting arrangement. If a consortium is selected, all members of the consortium shall be jointly and severally responsible for the entire contract.



Interested Consultants should provide supporting documents in accordance with the following requirements. The Expression of Interest (EOI) should include at a minimum:



1.Basic Information of the Consulting Firm: Introduction of the firm, organizational structure, personnel, and facilities.



2.Authorization Documents: Power of attorney, identification documents of the legal representative and the authorized person. If the Consultant is a consortium, a consortium agreement (format to be determined by the parties) must be provided.



3.Legal Registration Documents: Copies of the business license or legal person certificate (for public institutions) of the consulting firm.



4.Company Charter: If the consulting firm is a state-owned enterprise or a public institution, the company charter must be provided.



5.Experience in Similar Projects: In the past five years (from January 1, 2020, to the submission deadline), the firm should have successfully implemented at least two consulting service contracts for similar projects. Similar projects are defined as consulting assignments in the fields of infectious disease prevention and control, public health risk assessment, tropical disease research, or disease surveillance and early warning. Each consulting service contract should have a contract value of no less than RMB 2,000,000. Copies of the key pages of the contracts must be attached, showing at minimum: contract period, contract value, scope of services, and official stamps of both parties. 6.The Consultants should have a good track record and reputation. They must provide screenshots from “Credit China” showing no record of violations, which should at minimum include screenshots of the “List of Severely Dishonest Entities,” “Dishonest Persons Subject to Enforcement,” and “List of Major Tax Violations by Dishonest Entities.”



7.Other necessary documents that the Consultant considers demonstrating its capability to complete this project and its competitiveness (if any).



8.Consortium or major/subcontracting consultant intent agreements (if any).



The selection of the Consultant for this consulting service will be conducted in accordance with the Quality- and Cost-Based Selection (QCBS) method as specified in the Procurement Regulations.

The original EOI must be stamped with the official seal, while the duplicates may be photocopies of the original. Both the original and duplicate EOIs should be bound separately and sealed together in the same envelope. The inner and outer envelopes should bear the following additional markings:

Note: Consultants must ensure that the markings on the outer packaging of the submitted EOI are consistent with the content of the EOI.



Consultants should also submit, along with the EOI, a color-scanned copy of the original EOI (in PDF format) and an editable electronic version (in Word format) of the EOI, stored on a USB drive and sealed separately. In the event of any discrepancy between the electronic version and the paper version, the paper original shall prevail.
