The purpose of this contract is:
- To improve the energy performance of buildings;
- To optimize energy consumption and expenses;
- To enhance the quality of service provided;
- To sustainably control operating costs.
In order to achieve the minimum objectives set in the Technical Program, the contract includes:
- The design and execution of an energy renovation program and compliance and safety works related to buildings and technical installations;
- The operation and maintenance of installations;
- Major maintenance and renewal of equipment.
In this context, the contractor is responsible for the following services:
Work Services
- Work to improve energy performance;
- Replacement of the existing management system;
- Setup of dedicated metering and sub-metering;
- Compliance and safety work outlined in the consultation documents.
Administrative and Financial Services
- Preparation of aid application files (ADEME, CEE, other schemes);
- Preparation of classification files for two heat networks (GS Europe and GS of the Park).
Operation and Maintenance Services
- Service P1 for the supply, control, and management of biomass, necessary for the production and distribution of heat;
- Service P2-1 for control and management of energy, necessary for the production and distribution of heat and cold;
- Service P2-2 for maintenance and minor upkeep of installations;
- Service P3 for major maintenance and renewal of installations;
- Services R1 and R2 operated within one or more heat networks operated by the contracting authority, relating to the supply of heat from biomass to subscribers;
- Potential execution of additional works based on a unit price schedule.

Global Performance Contract for Implementing a Strategy for Improving the Energy and Environmental Performance of Municipal Buildings.
The purpose of the contract is to ensure an improvement in the energy performance of the buildings compared to the reference consumptions defined in the Technical Program.
In this regard, the candidate commits to:
- Meet the performance commitments they propose;
- Adhere to the contractual service level defined in the CCTP Exploitation;
- Ensure continuity of public service. (SEE DCE)
