The Government of Malawi, through the Department of Economic Planning and Development has received financing from the World Bank towards the cost of the Regional Climate Resilience Program for Eastern and Southern Africa 2 Malawi (RCRP2 - MW) and intends to apply part of the proceeds for consulting services.



 



The consulting services include Consultancy for the Preparation of a Detailed Environmental and Social Impact Assessment (ESIA) Report for Rehabilitation of Mthawira Parkway in Machinjiri Area, Blantyre City. The key task of the Consulting Firm is to undertake detailed ESIA and prepare the corresponding ESMMP for the rehabilitation of the Mthawira Parkway. The ESMMP of the ESIA shall consist of the proposed set of actions to avoid, minimize and mitigate negative impacts and enhance positive impacts. The assignment is expected to be implemented within 4 months with an estimated man month of 13.



 



The main objective of this consultancy is to undertake a detailed Environmental and Social Impact Assessment and prepare the associated Environmental and Social Management and Monitoring Plan (ESMMP) for rehabilitation of Mthawira Parkway, in accordance with Environmental Management Act (EMA) of 2017, EIA Guidelines of 2024, the World Bank’s Environmental and Social Standards (ESSs) and Environmental Health and Safety Guidelines (EHSGs), as well as applicable international conventions.

The Ministry of Finance and Economic Affairs through the Department of Economic Planning and Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:



 




  1. Core business of the firm(s) and years in business

  2. Relevant similar experience, which should specifically include the below:

    1. Experience in Preparation of Environmental and Social Impact Assessment (ESIA) Report and its Environmental and Social Management and Monitoring (ESMMP) for road infrastructure project. The firm should have done at least three assignments in road infrastructure project.

    2. Should have demonstrated experience in working with World Bank funded Projects

    3. Experience in reviewing and preparing Resettlement Action Plans.

    4. Experience in preparing Cost Estimates for implementing Environmental and Social Management and Monitoring Plans for large infrastructure projects in particular road projects.

    5. The firm should be registered with Malawi Environment Protection Authority (MEPA)

    6. Experience in delivering comparable assignments under conditions characteristic of Sub-Saharan contexts or other areas with similar operational environments





 




  1. Technical and managerial capability of the firm ((Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV of the staff). Key Experts will not be evaluated at the shortlisting stage.



 



The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 



 



Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.



 



A Consultant will be selected in accordance with the the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
