This consultation is part of the Public Service Delegation (DSP) related to the urban heating and cooling network "Plaine Campus," awarded by Toulouse Métropole to the company Toulouse Énergie Durable (TED). To address the challenges of energy transition and supply security, amendment no. 7 to the DSP contract provides for a significant extension of the network and densification of production means through renewable energies. The operation involves the creation of an innovative heat production tool using energy from the Garonne. This project aims to increase the net renewable energy (EnRR) rate of the network to over 85%. The project involves the rehabilitation and transformation of an existing emblematic building located on the Île du Ramier into a hydrothermal plant of 5.5 Mc. This site, subject to strong technical, heritage, and environmental constraints, must accommodate a cascade of high-technology heat pumps (PAC) utilizing thermal energy captured from the Garonne. Geotechnical Studies Mission for the Construction of a Heat Production Plant by Hydrothermy and for Bank Works in TOULOUSE.
The sizing elements explained below are provisional; the definitive elements will be indicated in the consultation documents during the offer phase. The consultation concerns a geotechnical studies mission for design and execution necessary for the rehabilitation and modification of an existing industrial building aimed at accommodating a thermal process by heat pumps. Technical perimeter: • Technical area sheathing. • Heat pumps 50t and 80t. • PPRI area. Assigned missions: • Geotechnical design study type G2 APD / AVP – PRO – ACT/DCE. • Geotechnical execution study type G4 EXE/VISA – DET/AOR. • Soil pollution investigation. The mission will be divided into tranches to secure the project against administrative processing times and the resolutory clauses of the DSP. Contract: • Firm tranche (TF): Design studies. • Optional tranche (TO): Execution studies. The services may be subject to possible additional services that will be defined in the consultation documents during the offer phase. Provisional dates: Studies: April 2026. Works: April 2027.
