Participation conditions: - Knowledge and experience: Contractors may participate if they meet the following conditions: They possess the knowledge and experience necessary to perform the contract, i.e., the Contracting Authority shall consider the condition met if the Contractor demonstrates that in the last three years before the deadline for submission of tenders, or if the period of activity is shorter - during that period - they have completed at least two deliveries including installation of photovoltaic installations, each of which had a capacity not less than the capacity of the photovoltaic installation included in the part of the order with the highest capacity for which the Contractor is submitting an offer. In the case of submitting an offer for more than one part of the contract, the Contractor may demonstrate the same realizations to confirm meeting the participation condition concerning all parts for which they submit an offer, provided the demonstrated realizations meet the power requirements set for the part with the highest capacity for which the Contractor submits an offer. The PV installation contractor must be indicated in the acceptance protocols. The Contracting Authority will assess this condition based on submitted documents confirming compliance - a list of deliveries performed specifying the ordering party/recipient, subject, date of delivery (acceptance) of the device – attachment no. 3 to the request for quotation. To the list of services, documents confirming correct and timely execution of the service (e.g., references, acceptance protocols, or acceptance protocols with PV device inspection/acceptance protocols by the Distribution System Operator e.g., Tauron, Enea, etc.) must be attached. Assessment shall be made on a meet/do not meet basis. - Additional participation conditions: - Warranty for a minimum period of 36 months - meet/do not meet. The warranty should cover both the completed installation and the operation of the device. The warranty period shall start from the signing of the acceptance protocol without reservations. - Service response time up to 48 hours (24/7) - meet/do not meet. - No later than before signing the contract, the Contractor is obliged to submit an OC insurance policy for business activity in the scope consistent with the subject of the contract for an insurance amount not less than the value of the subject of the order for which the offer is submitted. - Before signing the contract, the Contractor shall provide a performance bond amounting to 5% of the gross offer price in one or more of the following forms: 1) cash; 2) bank guarantees or guarantees of a cooperative savings and credit union, provided that the union's obligation is always a monetary obligation; 3) bank guarantees; 4) insurance guarantees; 5) guarantees granted by entities referred to in Article 6b(5)(2) of the Act of 9 November 2000 on establishing the Polish Agency for Enterprise Development. - Before submitting an offer, it is necessary for the bidder to conduct a site visit. For this purpose, the bidder must submit a statement that the site visit was carried out at the place of installation of the subject of the order and that they have all the information necessary for the offer pricing and proper execution of the order - meet/do not meet. Failure to conduct the site visit will result in rejection of the offer at the evaluation stage.
