The subject of the procurement is the acquisition of the supply contract for ITS systems for Traffic Management – Zalău municipality (acquisition of products, including installation, works for connection to telecommunications and electrical networks, technical-economic documentation phase P.T., obtaining A.C.) in accordance with the requirements of the specifications no. 21153/13.03.2026.
The general objective of the project/funding contract is to improve urban mobility and the safety of citizens of Zalău municipality by using ITS and ICT technologies regarding traffic management, public transport system, parking management system, video traffic surveillance system, and the new public information system. One of the pursued objectives is to reduce greenhouse gas emissions generated by transport by modernizing, streamlining, and prioritizing public transport.
The products purchased and installed as a result of the implementation of this project will be integrated with the existing systems at the level of Zalău municipality, as well as with other ongoing investments, namely:
- Acquisition of electric buses (50 buses through 3 different financing contracts);
- Modernization of the traffic management system in Zalău municipality;
- Management system for alternative transport and integration of mobility systems at the level of Zalău municipality;
- Integrated management system for public transport in Zalău municipality.
The acquisition of the ITS system for Traffic Management that is the subject of the procurement will include:
o 1 public transport prioritization system by installing small-sized electronic devices RSU, which can be installed either in the cabinets with traffic controllers or in nearby places, which will be connected to the newly installed traffic controllers through component 3-traffic management – 20 pieces;
o 1 traffic video monitoring system by installing 83 video cameras (including ensuring the power supply, connection to the data communication network).
Works for ensuring the power supply (connection to the network or alternative sources, ensuring continuity in power supply and operation 24 hours a day of the equipment) and communication, as well as installing support elements, where they do not exist (poles), including the technical-economic documentation for the works related to DTAC, DTOE, and PT and obtaining AC.

Note 1! The supplier will include in the financial proposal, the costs for transporting documentation to verifiers by specialties and for retrieving them after verification. The documentation will be delivered to the contracting authority in both physical and electronic format, complete, and verified by authorized verifiers (including Verification Reports). The project verifiers will be subject to distinct procurements, and their contact details will be communicated to the supplier by the contracting authority. The supplier undertakes to collaborate with the supplier(s) who will provide technical quality verification services for the developed technical documentation, including the technical documentation for obtaining the required agreements and approvals through CU, the Technical Documentation for obtaining the Construction Permit, and organizing the execution and technical project details.
Note 2! For all software solutions related to the systems installed under the project according to specifications no. 21153/13.03.2026, the supplier will include in the financial proposal the costs related to services ensuring cloud hardware resources (hosting services), for at least 5 years, as well as maintenance services, equipment testing, and transfer of programs to the location indicated by the contracting authority (local servers, government cloud, etc.) within a reasonable time from the date of implementation/commissioning.
The deadline for any economic operator interested in participating in the public procurement procedure to request clarifications or additional information regarding the award documentation is 20 days before the deadline for submitting offers. In accordance with the provisions of Article 160 paragraph (2) of Law 98/2016 with subsequent modifications and completions, the Contracting Authority establishes that the deadline for responding to all requests for clarification/additional information is the 11th day before the deadline for submitting offers.
The response deadline for clarifications was established so that economic operators have an adequate period to analyze the award documentation and subsequently, to prepare the offers in the light of the responses provided by the Contracting Authority.
