Procurement of reagents and consumables for HrHPV test under a framework agreement for DE KK KGYC Pathology with the rental of the machines necessary for conducting the tests (rental agreement). Quantity: 50,250 tests / 60 months with control measurements. The bidder must submit an offer for the reagents necessary for conducting the tests and other materials required for their use (calibrators, controls, washing solutions, standard solutions, etc.). The bidder must also ensure the provision of the following devices under a rental agreement for conducting the tests: - 1 piece (NU-IZ-1) fully automatic PCR nucleic acid isolation device. The first operational commencement time of the offered devices must not be older than a maximum of 5 years upon installation of the device. - 1 piece (PCR-1) fully automatic real-time PCR device (if not integrated with the NU-IZ-1 automaton). The first operational commencement time of the offered devices must not be older than a maximum of 3 years upon installation of the device. The bidder must ensure full servicing and maintenance of the rented devices. The bidder must ensure at least 95% operational reliability within an average of 60 days. The client requests training on the operation of the rented devices for 3 people for 1 day (8 hours), as well as a technical trial operation lasting 1 day (8 hours), and if needed, participation in the professional trial operation (5 working days). The client commits to a call-off obligation up to 70% of the framework quantity. Offers can only be made for the entirety. The delivered reagents and consumables must have at least 90 days of shelf life remaining at the time of delivery. The offer price must include all costs incurred related to import, handover, authorization, marketing, and delivery. The procurement includes delivery to the user's unit. According to Section 46, paragraph (3) of Government Decree 321/2015. (X. 30.), if the documentation (public procurement technical description) refers to a specified standard, technical authorization, technical specifications, technical recommendation, as well as to a specific manufacture, origin, or type of thing, process, activity, person, patent, or trademark, the naming is only made for the clear identification of the nature of the object, and the expression “or equivalent” must also be understood alongside the designation, based on which the Client must accept equivalent or better solutions than those recorded in the documentation. The bidder - if they intend to offer an equivalent device, solution, etc., instead of the referenced technical content in their offer - is obliged to submit documents to prove the equivalence in their offer. The client draws the bidders' attention to the fact that the documents for proving equivalence may include, in particular (but not limited to), technical documentation from the manufacturer or qualification from an independent, professionally recognized organization.
