The performance of cost expert tasks is continuous from the date the contract comes into effect (after it is signed by both parties) until the completion of the technical acceptance procedure. - Beyond the technical description of the plan documentation, preparing the technical description according to the detailed rules concerning the procurement of construction investments and related designer and engineering services as per Government Decree 322/2015 (30 October). They participate in the procurement procedure for the construction, collaborating in answering questions and comments related to the execution plan that arise in the supplementary information; in preparing the notifications for bidders concerning professional (technical) questions; in the professional (technical) evaluation of the offers, thus particularly in checking the submitted budget; in the professional (technical) comments in case of requests for supplementary information or inquiries. - Performing designer supervision tasks from the handover of the work area until the close of the technical acceptance period. - Monitoring the completed facility during the warranty period, evaluating the deficiencies detected and identified within the statute of limitations that fall under the warranty commitment through necessary inspections; furthermore, conducting site inspections to reveal (and record) warranty defects before the expiration of the warranty period undertaken by contractors; as well as designer assistance during the warranty period, technical evaluation of defects established during building inspections and proposing remedies. Regarding facility monitoring, it extends from the closure of the technical acceptance procedure until the end of the warranty period of the completed facility. In the framework of the call TOP_PLUSZ-1.3.2-23 for "Sustainable Urban Development," execution of 13 projects is planned, including the standard climate change resilience assessment for project number TOP_PLUSZ-6.2.1-23-SH1-2024-00001 "Development of the Sárdi-ér industrial area, construction of the access road," as well as calculation and issuance of declaration per project regarding the biological activity value of the planned conditions and completed facilities before the investments. Calculating the biological activity value of the completed facility and issuing a declaration (by a qualified expert according to Appendix 9 of Government Decree 419/2021 (15 July)). In every project, the biological activity value before development and its expected change must be determined through calculation using the point values as per Appendix 9 of Government Decree 419/2021 (15 July), based on the technical plan documentation developed at least to the level of approval or permit. Furthermore, the expert must declare the numerical and percentage value of the expected change, indicating their chamber qualification number or expert number. The tasks must be carried out comprehensively for all project elements involved. The detailed quantities are included in the Technical Description and the budget. Conducting a detailed, systematic technical safety inspection before delivery and in the early operational phase of the permitting and execution plans of the projects as well as the completed facility, along with preparing and handing over the report. The contractor is obliged to carry out their tasks based on the following provisions and legal regulations: - application notice, - Act C of 2023 on Hungarian architecture, - Government Decree 266/2013 (11 July) on construction and professional practice activities related to construction, - Regulation (EU) 2021/1060 of the European Parliament and of the Council, - Climate Resiliency Guide, - Government Decree 419/2021 (15 July), - Government Decree 314/2005 (25 December), - EU Regulation 2021/241 (12 February 2021), - Government Decree 322/2015 (30 October) on the detailed rules concerning the procurement of construction investments and related designer and engineering services, - Act LXIX of 2023 concerning the state construction investment procedure, - Decree No. 24/2023 (19 December) of the Municipal Assembly of Szombathely.
