Subject and Objective of the Tender
The SWB Erneuerbare Energien GmbH & Co. KG (hereinafter referred to as the “client” or “AG”) plans the construction and subsequent operation of a grid-connected stand-alone battery storage system (BSS). The subject of this tender is the turnkey delivery, construction, commissioning, and handing over of a fully functional BSS. The system is intended for participation in energy markets (e.g., arbitrage trading, ancillary services). The tender is conducted Europe-wide. The specification is deliberately designed to be functional to allow innovative and economically optimized solutions without anticipating specific brands.

0.1 Subject and Objective of the Tender
The SWB Erneuerbare Energien GmbH & Co. KG (hereinafter referred to as the “client” or “AG”) plans the construction and subsequent operation of a grid-connected stand-alone battery storage system (BSS). The subject of this tender is the turnkey delivery, construction, commissioning, and handing over of a fully functional BSS. The system is intended for participation in energy markets (e.g., arbitrage trading, ancillary services). The tender is conducted Europe-wide. The specification is deliberately designed to be functional to allow innovative and economically optimized solutions without anticipating specific brands.
0.2 Project Location and Framework Conditions

Location: The BSS is to be constructed in Buxtehude, Germany. Details about the site are provided in the award documents.
•
Available Area: A maximum area of 500 m² is available for the installation of the entire system. A compact design is sought.
•
Network Connection Point (NAP): The connection to the medium-voltage network of the local network operator is to be made. The establishment of the connection from the public grid to the interface of the offered transfer station is the responsibility of the AG.
0.3 Scope of Services (Turnkey)
The contractor (AN) is responsible as the general contractor for the complete, turnkey construction of the BSS. The scope of work begins at the interface to the medium-voltage network (cable termination in the transfer station) and includes in particular:

Delivery of all hardware and software components
•
Complete approval planning including preparation of all necessary reports
•
Construction and civil engineering services
•
Assembly and installation
•
Commissioning and test operation
•
Plant certification and declaration of conformity according to VDE-AR-N 4110
•
Creation of the complete as-built documentation
•
Training of the operating personnel of the AG
0.4 Applicable Standards and Regulations
The entire system is to be planned and constructed according to the generally accepted engineering standards and all relevant German and European standards and regulations in their current version. These include in particular:

VDE application rules (especially VDE-AR-N 4110)
•
Electrotechnical Properties Certification Ordinance – NELEV
•
Technical guidelines for generation units and installations, Part 8: Certification of the electrical properties of generation units and installations in the low, medium, high, and extra-high voltage networks (TR 8), FGW e. V.
•
DIN standards
•
Technical connection conditions MSP (TAB) of the responsible network operator
•
VDE-AR-E 2510-50 (Safety of stationary battery storage systems)
•
Federal Emission Control Act (BImSchG) and TA Noise
•
Regulation on installations handling substances hazardous to water (AwSV)
0.5 Requirements for the Bidder and Their Proofs
The bidder must demonstrate their suitability and expertise for performing the services tendered. For this purpose, references of at least three comparable, successfully implemented BSS projects (>1 MW) in the last five years must be submitted with the bid.
1.1 Battery Storage System (BSS) – General System Parameters
The following parameters must be ensured and demonstrated at the network connection point (NAP) of the BSS (AC side):
•
Maximum AC active power (feed-in/draw): 5.0 MW. This value must never be exceeded. Systems with higher nominal power must be permanently throttled to 5.0 MW.
•
Usable storage capacity (AC, BoL): The target size is 15 MWh. Offers should range from 12.5 MWh to 17.5 MWh. The offered usable capacity must be clearly specified.
•
System efficiency (Round-Trip Efficiency, RTE): The guaranteed RTE (AC-to-AC) at the NAP must be specified for different operating points.
•
Lifespan/cycle stability: The system must be designed for a lifespan of at least 15 years. The guaranteed cycle lifespan (full cycles) and the calendar lifespan must be stated. Limitations (e.g., max. cycles per day/year) must be transparently displayed.
•
Availability: The guaranteed technical availability of the entire system must be ≥ 98% p.a.
