Description:
The project aims to enhance diagnostic capabilities and oncological treatment accessibility at the Emergency County Clinical Hospital 'Saint Apostle Andrew' Constanta by procuring advanced genetic medical equipment for the Pathological Anatomy and Medical Genetics Laboratory.

The mentioned equipment is intended for the implementation of procurement activities related to the project 'Improving diagnostic performance by equipping the Pathological Anatomy and Medical Genetics Laboratory within the Clinical Service of Pathological Anatomy of the Emergency County Clinical Hospital 'Saint Apostle Andrew' Constanta (GePaRD)' - MySMIS code 327722 project co-financed by the European Regional Development Fund through the Health Program 2021-2027 under Policy Objective 4: A more social and inclusive Europe, by implementing the European Pillar of Social Rights; Priority 7: Measures that support oncology and transplant fields; Specific Objective RSO4.5: Ensuring equal access to healthcare and ensuring the resilience of health systems, including primary care, as well as promoting the transition from institutionalized care to family or community care (ERDF). The goal of the project is to significantly improve equitable access to diagnostic medical services as well as high-quality oncological treatment for all patients in the southeast region of Romania by equipping the Emergency County Clinical Hospital 'Saint Apostle Andrew' Constanta with state-of-the-art medical equipment. The procurement of laboratory equipment is intended to realize Activity 4 of the Activity Plan: 'Procurement, Installation, Configuration, and Testing of Tangible Assets' within the aforementioned project. The requested equipment consists of molecular diagnostic and cytogenetic medical equipment, essential for modernizing the Pathological Anatomy and Medical Genetics Laboratory of the Emergency County Clinical Hospital 'Saint Apostle Andrew' Constanta, in order to support personalized oncological treatment. The related accessory operations for the delivery of the system include:
• Complete karyotyping and FISH system – allows for the identification of chromosomal abnormalities and the application of the FISH (Fluorescent In Situ Hybridization) technique, being used in the diagnosis of hematological and solid neoplastic diseases. This ensures accuracy and speed in interpreting clinically relevant genetic changes.
• Complete next-generation sequencing (NGS) system – offers the possibility of analyzing multiple mutations from gene panels involved in the onset and evolution of cancer, with direct applications in establishing targeted therapy and oncological patient prognosis.
• Complete Sanger sequencing system – is used for validating point mutations and completing genetic investigations initiated through NGS, being necessary in cases that require classical sequential confirmation or individual precision testing.
• Digital PCR system – allows for the extremely sensitive detection of nucleic acids, including circulating tumor DNA, from minimally invasive samples (e.g., liquid biopsy), playing an important role in disease monitoring and expanding accessibility for patients who cannot undergo surgical interventions.
• RT-PCR system (Real-Time PCR) – intended for the identification of viral agents involved in the etiology of certain types of cancer (e.g., HPV, EBV, HTLV-1), as well as for carrying out complementary tumor molecular determinations, contributing to elucidating pathogenic mechanisms and defining therapeutic conduct.
The related accessory operations for the provision of the equipment include:
• Delivery and commissioning of the equipment by authorized personnel, operations included in the offered price; in this regard, a declaration of conformity will be attached;
• Training of operating and medical personnel on the beneficiary's premises, as an integral part of the equipment delivery. The training will include not only the correct and safe use of the equipment but also the application of sustainable practices, such as: SEE TECHNICAL SPECIFICATIONS

Complete karyotyping and FISH system – allows for the identification of chromosomal abnormalities and the application of the FISH (Fluorescent In Situ Hybridization) technique, being used in the diagnosis of hematological and solid neoplastic diseases. The related accessory operations for the provision of the equipment include:
