Description:
Services are needed for the development of technical-economic documentation aimed at enhancing energy efficiency for 408 apartment buildings in Sector 1 of Bucharest Municipality, covering various studies and approvals necessary for the intervention works.

The framework agreement will involve the provision of services for the development of technical-economic documentation for increasing the energy efficiency of 408 apartment buildings in Sector 1 of Bucharest Municipality, which will include the following stages:
1. Technical expertise, including surveying;
2. Geotechnical study, including excavations and boreholes;
3. Preparation of the topographic study including approval at OCPI;
4. Preparation of the historical study (where applicable);
5. Energy audit and initial energy performance certificate for the apartment building before the intervention works;
6. Approval documentation for intervention works + General estimate and Estimates by objects, if applicable, Cost-benefit analysis and/or Cost Efficiency Analysis according to HG no. 907/2016;
7. Approvals and Agreements + Project for authorizing intervention works and obtaining the approvals and agreements necessary for issuing the construction authorization (DTAC) + Project for organizing the execution of works (DTOE);
8. Technical Project (PTh) + Execution details (DE);
9. Technical verification of the documentation by project verifiers, certified, according to the law;
10. Technical assistance during the execution of the works and until the final acceptance of the works (AT);
11. Energy performance certificate for the apartment building after thermal rehabilitation, according to Law no. 372/2005 regarding the energy performance of buildings, with subsequent amendments and completions and the Methodology for calculating the energy performance of buildings, reference MC 001-2022.
12. Designer's viewpoint upon completion of the execution works;
13. Preparation of the technical book (as-built) + As-built Project;
14. Support during the award procedure for the execution of the works Contract;
15. Other studies, such as, but not limited to: DNSH, study on immunity to global climate change, environmental study (bats, birds, etc.), RADON study, if applicable.

Frequency of awarding subsequent contracts:
Throughout the entire framework agreement, the Contracting Authority estimates the frequency of subsequent contracts as follows:
- For Lot 1: approximately 3 subsequent contracts will be awarded per year, 3 subsequent contracts/year, for services for the development of technical-economic documentation, including specific studies, for a minimum of 20 properties (block entries) and a maximum of 30 properties (block entries).
- For Lot 2: approximately 3 subsequent contracts will be awarded per year, for services for the development of technical-economic documentation, including specific studies, for a minimum of 20 properties (block entries) and a maximum of 30 properties (block entries).

Method of awarding subsequent contracts: Subsequent contracts will be awarded without re-competition in SEAP. The purchaser undertakes to conclude the Subsequent Contracts with the highest-ranked Provider in the final ranking. Estimated quantities:
- The smallest subsequent contract: 20 properties (block entries) with a total useful area of buildings approximately 27,421.00 sqm;
- The largest subsequent contract: 30 properties (block entries) with a total useful area of buildings approximately 65,148.00 sqm;
- Minimum framework agreement (the area of the smallest subsequent contract + the area of the largest subsequent contract): 92,569.00 sqm;
- Maximum framework agreement: 253 properties (block entries) with a total useful area of buildings approximately 566,786 sqm.

Estimated quantities for Lot 2:
- The smallest subsequent contract: 20 properties (block entries) with a total useful area of buildings approximately 40,129.00 sqm;
- The largest subsequent contract: 30 properties (block entries) with a total useful area of buildings approximately 55,361.00 sqm;
- Minimum framework agreement (the area of the smallest subsequent contract + the area of the largest subsequent contract): 95,490.00 sqm;
- Maximum framework agreement: 254 properties (block entries) with a total useful area of buildings approximately 514,148 sqm.

Frequency of awarding subsequent contracts:
