Description:
The procurement involves providing SOC/SIEM services and a vulnerability scanner for continuous monitoring of information systems and IT infrastructure, as part of a digital transformation initiative for a healthcare facility.

The public procurement procedure is conducted in an open tender mode based on Article 132 and subsequent provisions of the Act of September 11, 2019 – Public Procurement Law (Journal of Laws of 2024, item 1320, as amended), hereinafter referred to as “Pzp”. The contracting authority intends to apply the so-called reverse procedure described in Article 139 paragraph 1 of the Pzp, i.e., the contracting authority will first examine and evaluate the offers and then qualify the contractor whose offer was the highest rated regarding the absence of grounds for exclusion and fulfillment of the participation conditions in the proceeding. The subject of the order is the provision of SOC/SIEM services and a vulnerability scanner (continuous, round-the-clock monitoring of information systems and IT infrastructure for security) as implementation of the application to the National Recovery and Resilience Plan – KPO no. KPOD.07.03-IP.10-0198/25. The order is implemented as part of the application to the National Recovery and Resilience Plan – KPO no. KPOD.07.03-IP.10-0198/25 entitled “Enhancement of patient safety through digital transformation of the T. Marciniak Specialist Hospital - Emergency Medicine Center in Wrocław”, submitted for the competitive recruitment KPOD.07.03-IP.10-001/25, Investment D1.1.2 “Accelerating the processes of digital transformation of healthcare through further development of digital services in healthcare”. The place of execution of the above services - the headquarters of the Contracting Authority: ul. Gen. Augusta Emila Fieldorfa 2 in Wrocław. Communication between the Contracting Authority and contractors is conducted using the purchasing platform “OpenNexus” https://platformazakupowa.pl/pn/szpital_marciniak, https://platformazakupowa.pl/transakcja/1210146, hereinafter referred to as the “Purchasing Platform”. Technical and organizational requirements for sending and receiving electronic documents, electronic copies of documents and statements, and information transmitted using them are described in the Rules of the Purchasing Platform. All documents must be prepared in generally accessible data formats, particularly in formats .pdf, .doc, .docx, .odt., .txt, .rtf., with a particular emphasis on .pdf. The contractor is obliged to submit an offer, statements, JEDZ under penalty of nullity, in electronic form with a qualified electronic signature. Qualified signatures used by contractors to sign any files must comply with the Regulation of the European Parliament and the Council on electronic identification and trust services for electronic transactions in the internal market (eIDAS) (EU) no. 910/2014 since July 1, 2016. Making any changes to the content of documents after affixing the above signature may result in a violation of signature integrity, which may consequently lead to the rejection of the offer. The subject of the order is the provision of SOC/SIEM services and a vulnerability scanner (continuous, round-the-clock monitoring of information systems and IT infrastructure for security) as implementation of the application to the National Recovery and Resilience Plan – KPO no. KPOD.07.03-IP.10-0198/25. The order is executed as part of the application to the National Recovery and Resilience Plan – KPO no. KPOD.07.03-IP.10-0198/25 entitled “Enhancement of patient safety through digital transformation of the T. Marciniak Specialist Hospital - Emergency Medicine Center in Wrocław”, submitted for competitive recruitment KPOD.07.03-IP.10-001/25, Investment D1.1.2 “Accelerating the processes of digital transformation of healthcare through further development of digital services in healthcare”. A detailed description of the subject of the order is listed and described in: “Description of the subject of the order” (Annex No. 3), “Draft provisions of the contract” (Annex No. 4), which constitute an integral part of the Specification of Procurement Terms. The contractual conditions for the implementation of this public procurement are included in the “Draft provisions of the contract”, which constitute an integral part of the SWZ. The contractor agrees to sign a data processing agreement (in accordance with Annex No. 12 to the SWZ). The duration of the contract is 36 months from the date of contract conclusion, according to § 3 Draft provisions of the contract. The deadline for completing the subject of the order is in accordance with § 2 Draft provisions of the contract.
