The consultation concerns the supply of document fraud prevention equipment for the benefit of the national police, gendarmerie, and French customs. The consultation is conducted according to the open tender procedure, in accordance with the provisions of Articles L2124-2 and R2124-2 1° of the Public Procurement Code.

The framework agreement is single-award. It leads to the conclusion of subsequent contracts under the conditions set out in Articles R.2162-7, R.2162-8, R.2162-9 of the Public Procurement Code.

Subsequent contracts set the execution conditions for the services. They are executed through purchase orders under the conditions set out in Articles R.2162-13 and R.2162-14 of the CCP.

The authorities authorized to enter into subsequent contracts are mentioned in Annex 1 of the CCAP.

The framework agreement is concluded for a firm duration of 48 months from the date of its notification. Upon notification of the framework agreement and at the expiration of the ongoing contracts, each coordinated service may enter into one or several subsequent contracts during the duration of the framework agreement.

The framework agreement is concluded without a contractual minimum. The framework agreement is concluded with the following estimated and maximum quantities:

Lot 1: automatic reader/checker for secure documents
- Estimated quantities:
Item 1: 189 automatic readers/checkers for secure documents;
Item 2: 200 transport cases;
Item 3: 300 laptops;
Item 4: 200 USB microscopes.
- The maximum amount for lot No. 1 is set at 900,000 euros including all taxes.

Lot 2: video control station for documents
Estimated quantity: 25 video control stations for documents
The maximum amount for lot No. 2 is set at 2,100,000 euros including all taxes.

Lot 3: illuminating thread counter
Estimated quantity: 2020 illuminating thread counters
The maximum amount for lot No. 3 is set at 2,550,000 euros including all taxes.
