Description:
The contract involves expanding IT systems at a healthcare facility in Rybnik through the development of e-health services and integration with central systems, focusing on the purchase and implementation of antivirus software, a SOC/SIEM system, and a PAM system to enhance healthcare service quality and data security.

1. The subject of the contract is the expansion of IT systems at the Independent Public Health Care Facility Provincial Specialist Hospital No. 3 in Rybnik as part of the project "Development of Digital Services at the Independent Public Health Care Facility Provincial Specialist Hospital No. 3 in Rybnik" through the development of e-health services and integration with central systems funded by the National Recovery and Resilience Plan - component D "Efficiency, Availability, and Quality of the Healthcare System" - investment D1.1.2 "Accelerating Digital Transformation Processes in Healthcare Through Further Development of Digital Services in Healthcare," which is part of component D "Efficiency, Availability, and Quality of the Healthcare System." 2. The task includes comprehensive integration and modernization of the IT systems environment of the Hospital, aimed at improving the quality of healthcare services, availability of services, increasing the security of processing medical data, interoperability with national systems, and digitizing processes related to patient treatment. 3. The procedure includes 3 Tasks: 3.1. Task No. 1 – Purchase of Antivirus Software 3.1.1. Purchase of antivirus software (total costs of licenses, implementation, training, and 3 years of support) 3.2. Task No. 2 – Purchase of SOC / SIEM System 3.2.1. Purchase and implementation of the SOC / SIEM system (total costs of licenses, implementation, expert services, training, and 3 years of support) 3.3. Task No. 3 – Purchase of PAM System 3.3.1. Purchase and implementation of the PAM system (total costs of licenses, implementation, training, and 3 years of support) 3.4. Post-execution documentation 4. The Ordering Party allows the submission of offers for selected parts (tasks) but does not allow the submission of offers for arbitrarily selected items in a given part (in a given task); in each part (task), the full scope specified by the Ordering Party must be priced. 5. Offers not containing the full scope of the object of the order in a given part (task) will be rejected. 1. The Ordering Party indicates to the Contractor the necessity of applying the following standards: 1.1. meeting the requirements regarding the DNSH principle - not causing significant harm to the environment and implementing solutions minimizing negative impacts (do no significant harm), the assumptions of which can be found at: https://www.kpo.gov.pl/strony/o-kpo/dla-instytucji/dokumenty/dnsh/ 1.2. applying Tree Protection Standards in investment processes. All construction work in the vicinity of trees must be carried out in a way that minimizes interference with the root system, trunk, and crown (e.g., by designating tree protection zones in accordance with the crown projection + 1.5m). The Ordering Party accepts equivalent certificates issued outside the Republic of Poland, as long as they confirm the implementation of environmental management systems guaranteeing the protection of greenery at a level not lower than required in the EU DNSH guidelines. 1.3. The Contractor guarantees that the products/services/works that are the subject of the order meet the universal design requirements (accessibility for all users, including persons with disabilities), in accordance with the Guidelines for implementing equality principles within EU funds for the years 2021-2027. If offering solutions certified outside the Republic of Poland, the Contractor must demonstrate their full accessibility in accordance with the standards specified in the European Accessibility Act." 2. The Ordering Party accepts certificates issued by authorized bodies from other countries (EU/EEA), provided that they confirm compliance with the requirements regarding environmental protection (DNSH), greenery protection standards, and principles of non-discrimination and accessibility required for projects financed by the Recovery and Resilience Facility (RRF/KPO). The Contractor shall attach a written justification of equivalence in Polish to the certificate. 3. All requirements specified in the SWZ are minimum requirements, and their fulfillment is mandatory. Non-fulfillment of the above minimum requirements will result in the rejection of the offer as non-compliant with the terms of the contract under Article 226(1)(5) of the Public Procurement Law. 4. The Contractor, as part of the submitted offer, will provide all elements and actions necessary for the proper functioning of the subject of the order. 5. The Ordering Party states that standards for the protection of minors have been implemented at the facility, available on the website of the Independent Public Health Care Facility Provincial Specialist Hospital No. 3 in Rybnik www.szpital.rybnik.pl, and the Contractor commits to familiarizing themselves with and adhering to them during the execution of deliveries/services. 6. Based on the Directive of the European Parliament and Council (EU) 2019/937 of October 23, 2019, regarding the protection of persons reporting violations of EU law and Article 24(6) of the Act of June 14, 2024, on the protection of whistleblowers, the Ordering Party declares that it has implemented a procedure for reporting irregularities.
