On 26.09.2025, the contracting authority signed with the North-West Regional Development Agency, acting as the Management Authority, the financing contract no. 375/26.09.2025, SMIS code 338511, entitled "Integrated traffic monitoring system and intelligent mobility in the city of Satu Mare" which aims to achieve the investment objective “Management of public and road transport traffic - components: bus stops and intersections” through the North-West Regional Program 2021-2027 - Increased use of public transport and other forms of eco-friendly urban mobility (Urban Mobility)".
The Municipality of Satu Mare intends to expand the traffic management system for public transport and to establish and modernize SMART bus stops aimed at increasing the attractiveness of public transport and encouraging as many trips as possible to switch to this means of transport, disfavoring travel by personal vehicle by increasing accessibility, attractiveness, safety, and efficiency of public transport, with positive effects on reducing pollution and energy consumption.
Modernizing public transport infrastructure, real-time information systems, and promoting intelligent solutions to increase the attractiveness and accessibility of public transport will directly lead to improving the quality of life for the city's citizens.
The increase in public safety will also be ensured through the introduction of a video surveillance system at public transport stops.
At the same time, the Municipality of Satu Mare aims to expand and modernize intelligent transport systems to increase traffic safety and optimize urban traffic. The road network of the municipality has a radial structure, with four major access directions, and crossing the Someș River and the railway is limited, these constituting natural barriers that frequently cause congestion zones. Furthermore, the predominance of collector category streets leads to heavy traffic at main intersections, requiring the adoption of modern traffic regulation and control solutions.
In this context, the proposed investment aims to implement an integrated traffic light and road traffic monitoring system, complementary to the public transport management system, contributing to the realization of a unified intelligent urban mobility system. The project involves traffic light installation at 37 intersections/pedestrian crossings located on the main arteries of the municipality, 15 LPR (License Plate Recognition) camera locations, and 5 speed signaling panel locations, as well as integrating them into a centralized command and control system. The contracting authority will respond to clarifications on the 11th day before the deadline for submitting offers. Also, the number of days during which clarifications can be requested before the submission deadline for offers/applications is 20 days.

The local public transport service is part of community public utility services and includes all public utility actions and activities of general economic and social interest carried out at the administrative-territorial unit level to ensure local public transport. Modernization/expansion of specific public transport infrastructure will have the effect of increasing the quality and efficiency of the public transport service, implicitly leading to attracting an additional number of passengers, beneficiaries of the service.
Within the investment objective, it is intended to:
1. Create a command and control center for the intelligent stations system, a computerized system that allows citizens access to real-time information on public transport, including trip planning facilities and specific functionalities for people with disabilities.
2. Establish and modernize 100 intelligent public transport stations of various sizes, aimed at increasing passenger satisfaction and increasing the usage rate of means of public transport.
Through the implementation of the investment, the following objectives are targeted:
Safety and security:
• Increase safety and security by introducing a video monitoring system in public transport stops;
Economic efficiency:
• Improve public transport efficiency by increasing the number of users, due to increased attractiveness and accessibility of this mode of transport; respectively by reducing travel times and fuel consumption;
• Increase public transport efficiency through better matching of transport supply with actual travel demand; respectively increasing the attractiveness of public transport and the percentage of use of this transport mode;
Environment:
• Reduce pollution, including noise pollution caused by urban traffic.
Urban environment quality:
• Increase citizens' accessibility to points of interest in the project influence area through the use of alternative travel modes;
• Increase the quality of life of the citizens of Satu Mare Municipality by providing public transport stops, respectively real-time information on urban traffic, the contracting authority will respond to clarifications on the 11th day before the deadline for submitting offers. The implementation of this investment is in accordance with the project objectives funded and directly contributes to:
Safety and security:
• increasing road and pedestrian traffic safety through intelligent traffic regulation and video monitoring of intersections;
• reducing the risk of road accidents;
Economic efficiency:
• traffic fluidity and reduction of travel times;
• reducing fuel consumption and optimizing transport costs;
• correlating traffic flows with public transport, to increase its attractiveness;

The implementation of this investment ensures complementarity with measures for modernizing public transport (intelligent stations, real-time information, traffic management systems), contributing to achieving the objectives set by the PRNV/2023/481.A/1 project call – Priority 4: A region with sustainable multimodal urban mobility, namely promoting sustainable urban mobility and reducing carbon emissions.
