(Corrective notice) CALL FOR EXPRESSIONS OF INTEREST No. 19/CPMP/PADISAM/2024 Recruitment of a firm for carrying out all environmental and social assessments throughout the implementation period of the project activities. 1. This call for expressions of interest follows the general procurement notice published on June 5, 2023. 2. The Government of the Islamic Republic of Mauritania has received funding from the International Development Association (IDA) to finance the Project to Support Agricultural Development and Innovation in Mauritania and intends to use part of this advance to make authorized payments under the contract “Recruitment of a firm for carrying out all environmental and social assessments throughout the implementation period of the project's activities.” 3. The services aim to support the UGP of ADISAM in managing environmental and social risks and impacts. It covers all activities related to the implementation of infrastructures so that the planning of project activities is not affected by delays inherent to environmental and social requirements. This assistance also aims to ensure that all proposed projects are carried out in accordance with national regulations and the World Bank's Environmental and Social Framework requirements. It will mainly involve: i) supporting the UGP PADISAM in developing the identified E&S studies for the PADISAM sub-projects; ii) accompanying and strengthening the UGP's technical capacities as well as the project's stakeholders in the field of environmental and social safeguards. 4. The Consultant, placed under the authority of the Project Coordinator, will work in close coordination and collaboration with the S&ES team of the project. He will be responsible for providing technical assistance through advisory support, training, actions/training, accompaniment/coaching, and environmental and social studies. For more details, see the terms of reference (ToR) available at the project.
5. The Consultant will be an international or national firm, demonstrating expertise of at least 15 years in the field of environmental and social safeguards, with proven knowledge of the environmental and social framework and the operational policies of the World Bank. They should have experience in similar technical assistance in sub-regional countries and knowledge of the Mauritanian context. 6. The PADISAM Project Management Unit invites eligible Consultants (Firms) to express their interest in providing the services described above. Interested consultants must submit a dossier presenting the information indicating that they are qualified to perform the services. Consultants may form partnerships to enhance their qualifications.
7. The pre-selection criteria will focus on the main activity and years of experience, relevant experience, technical and managerial capacities of the firm. Expressions of interest will be evaluated based on the following grid:
o Technical and managerial capacity of the firm (human resources, material and logistics): 10 points
o General experience (study missions in various fields): 30 points
o Specific experience (study missions in the development of ESIA or EIA): 60 points
8. The selected consultant will have to mobilize a team including:
o An Environmental and Social Assessment Expert, Team Leader, demonstrating at least 10 years of experience in environmental assessments in general and specifically in applying the World Bank’s operational policies, having conducted similar work; he should demonstrate good experience in the rural sector;
o A social expert with at least 5 years of experience in social safeguards/ gender assessments and having conducted similar work; he should, among other things, be able to identify and analyze socio-economic diagnostics of communities in rural areas;
o An expert in GIS applied to Rural Engineering with at least 3 years of experience in CRS/DRS and having conducted similar work; he should also be able to perform 3D simulations, map the areas of degraded land restored and the quantities of water stored following the implementation of PADISAM project activities in the intervention area.

9. The total duration of the contract for this mission is 36 months, starting from the date of contract notification.
10. A consultant (Firm) will be selected according to the method based on Quality and Cost-Based Selection (QCBS), in accordance with the Procurement Regulations for Investment Project Financing by the World Bank, edition of July 1, 2016, revised in November 2017 and August 2018 of the World Bank (“the Procurement Regulations”).

The submission must be presented in French and must indicate “Expression of Interest for the recruitment of a firm for carrying out all environmental and social assessments throughout the implementation period of the project's activities” and will include:
o A letter of Expression of Interest;
o A presentation of the firm including its managerial organization
o A list of general and specific experiences detailing the nature of the activities carried out;
o Certificates of satisfactory performance issued by clients, and any unverified experience will not be considered; and
o A joint and several association agreement if applicable.
