Description:
Kemi City seeks bids for a framework arrangement to select consulting firms in various planning areas, including municipal engineering, traffic management, land use, geotechnics, and environmental planning, with an emphasis on compliance with regulations and quality evaluation.

The Environmental Sector of Kemi City requests your bid in accordance with the invitation to tender and its annexes. This is a procurement exceeding the EU procurement threshold. The procurement concerns contractors that will not be separately tendered. A framework arrangement will be concluded based on the tender competition, aiming to select four (4) consulting firms for each area of expertise.

Bids are requested for the following areas:
1. municipal engineering design
2. traffic management and traffic technical design
3. land use planning
4. geotechnics
5. environmental planning
Work is required to be performed by professional staff in accordance with the applicable regulations and guidelines on planning and construction, and good construction practice. The consultant must comply with the guidelines from the Association of Finnish Local and Regional Authorities and government regulations, as well as planning guidelines (InfraRyl). The plans will be prepared following the client's specified presentation style, and the electronic planning material will be delivered in dwg and pdf formats to the client. Bids can be submitted for one or more areas. The planning sites will be within the Kemi city area.

A framework arrangement will be concluded based on the tender competition, where there will be four (4) service providers in each area. If more than four (4) bids are submitted for one area, the selection of four (4) service providers will be determined based on a price-quality comparison according to a standardized method. This will also establish the order of priority for the framework arrangement.

The price and quality scoring is detailed in Annexes 1 and 2. The points awarded will be proportional to:
Price 40%
Quality 60%
Points relative to the bid invitation’s Annex two (2) will be compared. The four (4) bids with the highest points will be selected as the service providers for the area.

The bidder may submit offers for one or more areas. It is required to offer both levels for each area. Unit prices will be compared and scored so that the lowest bid receives the maximum points and others are proportioned according to the bid invitation’s Annex two (2). The comparison price will be based on the hourly rates entered for SKOL 2 and SKOL 5.

The duration of the framework agreement is three (3) years, initially from April 15, 2026, to April 14, 2029, or as soon as the procurement decision has legally taken effect. The agreement includes the possibility of a one (1) year option. The client will notify at least three (3) months before the start of the option year whether they intend to exercise the option year.

In connection with each task, the client has the option to use any of the selected consultants according to whom the client deems most suitable for each task. A mini-competition may also be organized among the selected. For procurements exceeding 60,000 euros, a mini-competition will generally be organized among all selected by area. The City of Kemi is not obligated to order a specific number of consulting works from any selected consultant. The city can unilaterally terminate the contract for one or more consultants. The framework agreement does not obligate the client to purchase services from the contracting supplier. The subsidiaries of the City of Kemi also have the opportunity to utilize the agreement.

Bids must indicate hourly billing rates grouped by personnel and name the individuals involved in planning areas. The bid must state the qualifications of the personnel participating in planning tasks.

The contracting authority has corrected the invitation to tender on February 5, 2026. The corrections are not substantial, and they do not affect the comparison of bids.

Municipal Engineering Design.
In this area, municipal engineering design will be acquired.

The client is not obligated to purchase a specified amount. The client may tender larger design works outside the framework agreement.

Traffic Management and Traffic Technical Design.
In this area, traffic management and traffic technical design will be acquired.

The client is not obligated to purchase a specified amount. The client may tender larger design works outside the framework agreement.


LOT-0003
Land Use Planning.
In this area, land use planning will be acquired.

The client is not obligated to purchase a specified amount. The client may tender larger design works outside the framework agreement.


LOT-0004
Geotechnics.
In this area, geotechnical design will be acquired.

The client is not obligated to purchase a specified amount. The client may tender larger design works outside the framework agreement.


LOT-0005
Environmental Planning.
In this area, environmental planning will be acquired.

The client is not obligated to purchase a specified amount. The client may tender larger design works outside the framework agreement.
