The overall objective of the supply contract is to supply, install, and commission 2000 pieces of photovoltaic panels mounted on an aluminum structure (SpeedRail type, anchored in the ground), with an inclination of 20 degrees, with a unit power of 500W, monocrystalline; 10 pieces of 100kW inverters mounted in a technical room and the realization of the connection installation to the electricity grid and the preparation of technical-economic documentation phase P.T. and DTAC, DTOE and obtaining A.C. Design services, respectively the preparation of technical-economic documentation phase PT and DTAC, DTOE, obtaining A.C. for "Photovoltaic Power Plant - Municipality of Zalău". The preparation of DTAC + DTOE + PT will be carried out in accordance with the provisions of HG no. 907/2016, with subsequent amendments and completions, DTAC (Technical documentation for obtaining the Building Permit) and obtaining AC, PT (Technical Project) and execution details (technical memos, calculation briefs, specifications, lists of quantities of works, drawn pieces and DTOE - technical documentation for the organization of execution), preparing documentation for obtaining agreements/approvals at the PT phase and obtaining them; updated general estimate, confidential estimate. The execution of the works for the realization of the connection installation to the electricity supply network of the installed equipment and delivery of the produced energy to the grid will be done according to the technical connection notice no. 6060250100029 / 30.05.2025. The works must be completed in such a way as to respect the delivery and commissioning deadline of the products, of 12 months from the signing of the contract by the parties. They will be accepted in accordance with the provisions of the Regulation approved by HG 273/ 1994. A brief description of the connection solution correlated with the evolution of the approved power, established by the solution study no. 6060250100029- no. ORIZONT ELECTRIC no. 43A/2025 - Variant I approved CTA DEER with document no. 10/328/237/ 10.06.2025: a) The connection point is established at a voltage level of 20 kV, at the existing LES 20 kV between PTZ Epurare and LEA 20 kV Sărmășag, separator 8226, PTZ 8101 EPURARE, – kV, - kVA b) The existing connection installation at the time of issuing the notice: NOT THE CASE c) Works for the realization of the connection installation: it will identify / section / sleeve the existing LES 20 kV between PTZ Epurare and LEA 20 kV Sărmășag, separator 8226 and will create an MT circuit, input - output, made with MT LES to a Connection Point (PC), which will be placed at the entrance to the photovoltaic park; The deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information regarding the award documentation is 20 days before the deadline for submitting offers. In accordance with the provisions of art. 160 para. (2) of Law 98/2016 with subsequent amendments and completions, the Contracting Authority sets the deadline within which it will respond to all requests for clarification/additional information on the 11th day before the deadline for submitting offers. The response deadline to clarifications has been set so that economic operators have an adequate period to analyze the award documentation and subsequently to prepare the offers in light of the answers provided by the contracting authority.
