The contract involves designing, delivering, assembling, and commissioning photovoltaic panels, energy storage systems, and energy management systems at the Clinical Psychiatric Hospital SPZOZ in Rybnik, including necessary installation and construction works across multiple buildings.

The subject of the contract is the design, delivery, assembly, and commissioning of photovoltaic panels, energy storage systems, and energy management systems at the Clinical Psychiatric Hospital SPZOZ in Rybnik, as specified in the Functional and Utility Program (PFU) – Appendix No. 1 to the Contract Notice.

4.3. The subject of the contract includes:
Budynek 27 - effective installation area 812 m2, minimum installation power 87.4 kWp, minimum energy storage 90 kWh.
Budynek 15 - effective installation area 400 m2, minimum installation power 43.7 kWp and minimum energy storage 45 kWh,
Budynek 18 - effective installation area 839 m2, minimum installation power 97.52 kWp and minimum energy storage 100 kWh.
Budynek 29 - effective installation area 480m2, minimum installation power 54.28 kWp and minimum energy storage 60 kWh.
Budynek 20 – effective installation area 140m2, installation power 13.80 kWp, and minimum energy storage 15 kWh.
1) As part of the contract, in terms of design work, the Contractor shall:
− carry out an inventory of the actual technical condition of the facilities for the PV system installations and energy storage as of the start date of the installation,
− carry out an inventory of the actual electrical installation condition of the buildings for the installation of PV systems. 2) As part of the contract, in terms of execution work, the Contractor shall carry out the following installation works, covering the addresses of investments indicated in PFU:
− verify the technical condition of the electrical installation in individual buildings,
− perform necessary structures for the installation of photovoltaic modules,
− install photovoltaic modules on the structure,
− install energy storage systems,
− install inverters/converters for the photovoltaic installation,
− lay cabling to connect photovoltaic modules,
− connect inverters/converters of photovoltaic modules to the investor's power grid,
− modernize electrical switchboards in individual buildings,
− install the automation system,
− modernize the main switchboard of the Hospital as necessary,
− conduct installation tests and check the proper operation of the apparatus,
− launch the PV system and energy storage and regulate it,
− train the staff,
− conduct necessary arrangements and submit complete documentation to the Distribution System Operator (OSD) along with successfully handling all formalities with the OSD allowing the operation of the described installations;
3) As part of the contract, in terms of construction work, the Contractor shall carry out the following works at the addresses specified in the PFU:
− perform necessary structures for mounting PV panels,
− create passages through barriers (ceiling, roof, walls) for the placement of electrical cables and their protection,
− seal passages in areas where cables pass through,
− carry out cleanup work to tidy up the construction site and restore the object to its original state.
4) The Employer requires that the central BMS system serve all five energy storage systems and related photovoltaic installations and ensure safe, stable, and optimal operation of the entire system. The BMS must meet the following functional requirements:
− Monitoring operating parameters – voltage, current, temperature of cells, and state of charge (SOC) of each storage.
− Safeguards – protection against overcharging, excessive discharge, overload, and overheating.
− Cell balancing – ensuring even battery consumption and extending its lifespan. Charging and discharging control – optimizing energy flow in connection with PV inverters and energy storage, including the implementation of the
