Swissgrid is the owner of the Swiss transmission network. As the owner, it is responsible for the operation, development, and maintenance of this critical infrastructure.
With the framework agreement 'Strategic Planning Security', Swissgrid aims to sustainably increase the quality standard in the execution of substations preliminary projects. As many planning aspects repeat from project to project, it intends to benefit more from the experiences of previously implemented preliminary projects. The verified variants should not only convince in terms of quality but also contribute to a noticeable increase in efficiency. With this tender, Swissgrid seeks to ensure high continuity and expertise on the part of the planners by promoting repeated collaboration and creating incentives.
Swissgrid foresees a greater number of preliminary projects and intends to carry them out with the same partners per region (lot). Therefore, there will be one contract for the West region (Lot 1) and contracts for the East-Central regions, Ticino (Lot 2). Due to the planned projects, the contract sums differ by region.
The contracting partner is responsible for offering the required number of key personnel. To do this, they will assemble an interdisciplinary team consisting of the necessary specialists. The core team consists of planners specializing in primary installations (engineers) and planners specializing in civil engineering (civil engineers) for the substations. It will be supplemented by other specialists such as line planners, SAS engineers, environmental engineers, geologists, a BIM coordinator, and a BIM modeler - all of whom are part of the offer.
The objectives of this tender are to secure the necessary planning services for the preliminary project phase in the form of two framework contracts.
