Description:
The concession involves replacing 5 existing charging stations and installing 29 new ones in Wavre, along with their operation, management, maintenance, and monitoring throughout the concession period.

The concession aims to: ● On one hand, replace 5 existing charging stations with new charging stations, connect them to the electricity distribution network, and commission them; and ● Install 29 new charging stations, connect them to the electricity distribution network, and commission them; and ● On the other hand, operate the charging stations, manage them, monitor them, and maintain said installations throughout the duration of the concession. 2. Regarding the number of charging points and the distribution of charging stations, these are set by the inventory of predefined locations attached to the technical clauses of this special specifications document, without prejudice to modifications that may be decided in accordance with point III.14.1. "Modification of the initial location and distribution of the charging stations." 3. Regarding the provision of the 34 charging stations to be implemented, these must meet the technical requirements defined in the technical clauses of this special specifications document. 4. Regarding the installation of the 34 charging stations, all necessary services are included, notably: – Obtaining all necessary authorizations for their installation and commissioning, including any parking permits, road permissions, authorizations from the manager of the concerned domain, planning permits and/or unique permits, connection authorizations from the Distribution Network Manager, ...; – Carrying out all necessary works for the installation and operation of the charging stations as well as restoring the concerned domain once the installation is completed. 5. Regarding the operation of the charging stations, all necessary services for this are included, notably and without prejudice to clarifications provided in the technical clauses of this special specifications document: – Providing a permanent, safe charging service at each charging point and billing for it; – Real-time information for users on an online platform regarding the location and availability of stations; – Information on the cost of charging, the status of the charging session, the configuration of the station (type of plug, maximum power, ...), the number of connections, and the energy distributed per station; – Implementing a back-office system allowing for software upgrades as well as fault detection and repair when it can be done remotely; – Periodic and preventive technical maintenance of the charging stations, including all related infrastructures, and their cleaning, including the removal of graffiti, so that they are operational and clean at all times; – Troubleshooting the charging stations, including potential replacement, and all related infrastructures to ensure their availability and charging service; – Establishing a real-time information service via an online platform providing access to all data related to the status and usage of the charging stations; – Moving or dismantling, temporarily or permanently, the charging stations, including the related infrastructures, in case of works on the concerned domain; – Providing, installing, and operating additional charging stations, whether replacing existing ones or placing others not identified in the inventory of predefined locations attached to the technical clauses of this special specifications document, whether in existing or new stations; – If applicable, dismantling the charging stations at the end of the concession and all related infrastructures, as well as restoring the concerned domain. 6. The future Concessionaire is warned that the service concession will not grant them any exclusivity for operating charging stations for electric vehicles on public land in Wavre. If, based on the needs observed by the City for the development of additional electric charging stations, this concession contract can no longer be modified without substantial changes, the City reserves the possibility to launch a second concession procedure for the operation of stations parallel to the concession to be awarded at the end of this procedure.
