2M-IT Oy (hereinafter also referred to as "Contracting Authority" or "Client") is establishing a Dynamic Procurement System (DPS) concerning services related to data-driven management and artificial intelligence.
Organizations providing services under the Dynamic Procurement System (DPS) can submit applications for participation in the dynamic procurement system throughout its duration. All candidates who meet the suitability requirements set for candidates and submit an application will be accepted into the dynamic procurement system.
The internal competitions of the newly established dynamic procurement system will include tenders for platforms, solutions, and services related to data-driven management and artificial intelligence, licenses, and expert services, as well as various combinations thereof. The aforementioned will be acquired for services provided to social and healthcare organizations, which will be specified in detail in the tender request for the internal competition of the DPS. Solutions can be acquired for use in specialized healthcare, primary healthcare, and social services, as well as in related support activities. They can be utilized in the service production of 2M-IT Oy as part of services for one or more customers. Additionally, 2M-IT Oy may also acquire solutions for its own business needs. The actual procurements will be made based on separate requests for quotation as internal competitions of the DPS, where the contracting authority specifies and describes its detailed procurement needs.
The procurement of platforms and licenses may include, for example, a solution based on commercially available software for data-driven management or artificial intelligence, software usage rights, licenses, and/or solutions based on open-source software. It may also include, among other things, tools intended for managing data-driven management, data warehouse automation, integration, analytics and reporting, and visualization. The solutions and services to be procured may consist of the supplier's own services and products or licensed services and products from subcontractors through the supplier. Service production can utilize either the Client's existing capacity for its own usage services or this can be included in the subject of procurement.
The subject of expert services can be specified, for example, in the following areas:
• Consulting in data-driven management and AI
• Planning and management of projects related to data management and governance
• Concept, data, and interface modeling as well as architecture definition
• Development, testing, training and planning of maintenance, management, and monitoring for data pipelines (ETL) and integrations
• Knowledge of open interfaces and standards and integrating AI into applications
• Design, development, testing, training and planning of maintenance, management, and monitoring for data warehouses, data cubes, and data lakes
• Development of analytics, advanced analytics, machine learning, and robotics
• Development of AI algorithms into ready-made products in various technologies
• Implementation expertise in various technologies (e.g., Google AI, AWS Cloud computing, Microsoft AI)
• User interface and application development (Chatbots, etc.)
• Definition and development of cost accounting
• Definition of services, processes, and governance models
• Selection, consulting, and training of tools used in development
• Training of machines, converting raw material into a processable format, and teaching AI
