1. The subject of this order is the delivery, installation, commissioning, and technological start-up of a brand new, complete sewage sludge dewatering installation along with a chemical preparation and dosing station to assist in the dewatering process of sludge at the sewage treatment plant, as well as the expansion and reconstruction of the existing press building and the construction of a control cabinet building on the premises of the sewage treatment plant at ul. Rakoniewskiego in Knurow, as part of the investment task titled: “Modernization of Mechanical Dewatering of Sludge - installation of dewatering equipment along with a chemical preparation and dosing station to assist in the dewatering process of sludge at the sewage treatment plant in Knurow.” 2. The order includes, in particular: 1) the delivery and installation of the following equipment: a) a belt press with hydraulic efficiency of 6-9 m3/h, b) an automatic preparation station for polyelectrolyte (powder + emulsion), c) a rotary positive displacement pump for feeding sludge with an efficiency of 5-12 m3/h, d) a mixer for sludge with polyelectrolyte, e) a rinse water pump with an efficiency of 15 m3/h, f) an air compressor for both presses (the existing Achilles press and the replaced press) with a performance of 266 dm3/h, g) measuring sensors (inductive sludge flow meter DN 80, sludge level measurement probes), h) control system, i) dewatered sludge conveyor system; j) movable platform for operating the press, 2) the dismantling of existing equipment; 3) the reconstruction of the press building and the construction of a new room for electrical distribution cabinets and AKPiA; 4) the relocation of the power and control cabinet for the Achilles press, along with its commissioning; 5) training for the Client's employees on operating the dewatering press and the polyelectrolyte grinding station. 3. The offered belt press cannot be a prototype solution and should have been proven in operational practice. 4. The offered belt press will ensure a dry mass content in the sludge cake of between 18% and 20%. 5. A detailed description of the subject of the contract is included in Annexes 1a and 1b to the SWZ. 6. Equivalent solutions: 1) The Contracting Authority informs that whenever trademarks, patents, or origins, sources, or specific processes characterizing products or services provided by a specific contractor are mentioned in the procurement documents, or whenever standards, technical assessments, specifications, or reference technical systems referred to in Article 101 paragraphs 1-3 of the PZP Act are indicated, equivalent solutions to those described are allowed. Whenever the above-mentioned references appear in the procurement documents, the phrase „or equivalent” is added after their wording. 2) Devices or materials from specific manufacturers indicated in Annex 1a and/or Annex 1b define the minimum technical, operational, user, quality, and functional parameters to which the devices or materials offered by the Contractor must correspond to meet the requirements set by the Contracting Authority (hereinafter referred to as reference products). The use of examples of manufacturer names is solely for the purpose of specifying the level of expectations of the Contracting Authority regarding a particular solution. The use of reference products is for example only. The Contracting Authority simultaneously allows equivalent products with technical, operational, user, quality, and functional parameters that are the same or similar (but not inferior) to the reference products specified in the SWZ, but marked with a different trademark, patent, or origin. 3) In the case of using equivalent solutions, the Contractor must prove to the Contracting Authority that the offered subject of the contract meets the parameters specified in Annexes 1a and 1b to the SWZ. For this purpose, the Contractor, along with their offer, will submit a description of the equivalent solutions confirming compliance as mentioned above and containing, among others, names of manufacturers and devices and materials (types, kinds) adopted for valuation and application in the execution of the contract and submit other documents (if necessary). In the absence of such a description, the Contracting Authority assumes that the Contractor offers the subject of the contract specified in Annexes 1a and 1b. 4) The criteria used to assess equivalence: The Contracting Authority will consider the parameters of the devices specified in Chapter V paragraph 1 of the SWZ when assessing equivalent solutions. The offer will be rejected based on Article 226 paragraph 1 point 5 of the PZP Act if, during evaluation, the Contracting Authority finds that the offered deliveries (devices and/or materials) or solutions are not equivalent to those accepted in the SWZ. 8. The Contracting Authority has not divided the order into parts and does not allow for partial offers. 9. The Contracting Authority does not allow for the submission of variant offers. 10. The Contracting Authority does not anticipate awarding contracts for additional supplies referred to in Article 388 paragraph 2 lit. b of the PZP Act. 11. The Contracting Authority does not foresee the selection of the most advantageous offer using an electronic auction. To confirm compliance of the offered delivery with the requirements, features, or criteria described in the Description of the Subject of the Contract (Annexes 1a and 1b to the SWZ), the Contractor will submit, along with their offer, the required means of proof, i.e. a completed Annex 2a to the SWZ titled “Technical Specification of the Offered Deliveries” together with the documents listed in Annex 2a or other documents - details in Chapter V of the SWZ.
