Description:
Model projects will focus on ecological climate protection planning across three regions in Germany, evaluating the impacts of climate change on natural areas and developing suitable adaptation measures without creating comprehensive landscape framework plans.

The landscape framework planning is particularly suitable for regional scales to take into account large-scale effective processes, such as identifying and evaluating natural greenhouse gas sinks in relation to the landscape's water balance, soil conditions, and biodiversity functions. The model projects will exemplarily plan thematic focuses relevant to ecological climate protection in three different regions of Germany at LRP level, evaluating their effort and practicability, including aspects of acceptance.

However, there will be no comprehensive creation of landscape framework plans (in the sense of § 25 HOAI); rather, a model trial of procedural steps based on selected thematic focuses will take place. In the planning regions proposed in Point 3, the impacts of climate change on selected natural areas are to be captured and planned using suitable climate protection and adaptation measures in significant sub-areas (spatial and thematic lenses). The areas of action of the Natural Climate Protection Action Program (ANK) will serve as a basis.

The overarching impacts of climate change include heat and heavy rainfall, which derive further direct and indirect impacts on ecosystems and environmental assets. These impacts can be assigned thematic focuses that correspond to ecosystems and environmental assets as well as the areas of action of the ANK. The thematic focuses to be addressed in the model applications should consider the respective natural spatial conditions and the ecosystems contained therein in the planning regions. They are categorized as follows:

  1. Moors and other wetland habitats
  2. Landscape water management and flood protection
  3. Coastal habitats
  4. Near-natural areas, including biotopes and biotope networking
  5. Forest habitats
  6. Soil functions

Preliminary note: A thematic collection related to environmental assets with impacts of climate change as well as goals and suitable measures related to ecological climate protection will be provided by the universities after the award. The tabular collection serves as a working document, is intended/can serve as a basis for the contractor, and will be coordinated with this based on new findings from the model projects and further developed as necessary. The planning results and maps are to be prepared in German with respect to the planning addressees (Regional Planning Associations, decision-makers, public).

IMPORTANT: The project funds for this contract are capped at €250,000 net.
