The subject of the contract is to carry out a comprehensive assessment of the environmental condition along with an inventory and to prepare a justified project of the environmental improvement plan based on the results of the research, collectively referred to as "KOiPP" along with a schedule, for the identified large-scale degraded area in Zgierz, consisting of two areas as follows: - Area No. 1 located at Miroszewska Street 54-60 and Waleriana Łukasiński Street 15/17 on plots numbered from 273/1 to 273/38 in precinct 119 and from 149/5 to 149/18 in precinct 121, with a total area of the plots amounting to 16.6921 ha, where historical industrial waste disposal sites exist, namely: a post-production waste landfill, including hazardous waste and a landfill for gypsum and ashes (with a layer of unidentified waste types on the surface) and surrounding areas of these landfills; - Area No. 2 located at Andrzeja Struga Street 30 on plot No. 90/27 in precinct 121 with an area of 4.5059 ha, where a place for collecting historical industrial waste, namely a dump called "behind the Bzura" exists. The rules for the execution of the contract by the Contractor - hereinafter referred to as "the KOiPP Contractor": Stage I. Conduct a comprehensive assessment of the environmental condition, hereinafter referred to as "KOSŚ" in the identified large-scale degraded area - Sites of the 'Boruta' Dye Industry in Zgierz, encompassing Area No. 1 - located at Miroszewska Street 54-60 and W. Łukasiewicza Street 15-17 and Area No. 2 - located at Struga Street 30 along with inventory, including: Task 1. Analyze available materials/studies/documents regarding the large-scale degraded area to diagnose and identify directions and define the scope of work within the framework of the comprehensive assessment of the environmental condition and develop the environmental improvement plan project; Task 2. Conduct research and document it; Task 3. Conduct an inventory of the area and document it; Task 4. Prepare a study entitled - Report presenting the field research along with a comprehensive assessment of the environmental condition for the project supported by non-refundable funding from the development plan No. KPOD.04.10-IW.04-0005/24 - project entitled "Improvement of the environmental condition on the identified large-scale degraded area covering the former sites of the 'Boruta' Dye Industry in Zgierz, located at Miroszewska Street 54-60, Waleriana Łukasińska Street 15-17, Andrzeja Struga Street 30" within Investment: B3.2.1 Investments in risk neutralization and reclamation of large-scale post-industrial areas and the Baltic Sea under the National Reconstruction and Resilience Plan, which confirms the achievement of indicator B17L Areas of land for which field studies were conducted related to the occurrence of contamination and hazardous materials, broken down into Area No. 1 and Area No. 2; Stage II. Development of the project of the environmental improvement plan, hereinafter referred to as "PPP" for the identified large-scale degraded area - Sites of the 'Boruta' Dye Industry in Zgierz, comprising Area No. 1 - located at Miroszewska Street 54-60 and W. Łukasiewicza Street 15-17 and Area No. 2 - located at Struga Street 30 along with a schedule, including: Task 1. Analyze the data obtained through the research, identifying significant threats to human health and/or environmental conditions (indicating the areas/scope of land where threats will be identified and the greatest significant threat), leading to the preparation of complete documentation for the purpose of developing the environmental improvement plan. Task 2. Diagnose the current situation/state in the area defining directions and legal and economic possibilities of the proposed activities within the PPP and their schedules and risks of non-performance (including predicted environmental damages) as well as effects/results of execution. Task 3. Prepare the PPP in the scope specified in the regulations of Article 6, paragraph 15 of the above-mentioned uWTZ taking into account Article 6 paragraph 17 (broken down by areas) along with a schedule of execution; Task 4. Estimate the costs of executing the PPP (broken down by areas), including the required immediate securing of a specified area/land and its method in case such necessity is identified. Task 5. Prepare investment documentation in the form of a study entitled - Report presenting the environmental improvement plan along with a schedule for the project supported by non-refundable funding from the development plan No. KPOD.04.10-IW.04-0005/24 – project entitled "Improvement of the environmental condition on the identified large-scale degraded area covering the former sites of the 'Boruta' Dye Industry in Zgierz, located at Miroszewska Street 54-60, Waleriana Łukasińska Street 15-17, Andrzeja Struga Street 30" within Investment: B3.2.1 Investments in risk neutralization and reclamation of large-scale post-industrial areas and the Baltic Sea under the National Reconstruction and Resilience Plan, which confirms the achievement of indicator B16L Collections of documentation prepared for investments related to negative impacts on the environment of selected large-scale post-industrial areas and hazardous materials sunk on the bottom of the Baltic Sea, broken down into Area No. 1 and Area No. 2.
