This investment project of the municipality of Miercurea-Ciuc aligns with the objectives of PMUD Miercurea Ciuc 2016-2025, funded through investments from European funds via the PNRR Investment I.1 - Sustainable Urban Mobility, operation I.1.2 - Ensuring infrastructure for green transport - ITS. Eligible activities fall under code 076 - digitization of urban transport - Intelligent Transport Systems (ITS). According to programming documents at the European level, urban mobility development must become much less dependent on car usage by shifting the focus from a mobility mainly based on their use to a mobility based on walking, using bicycles as a means of transport, utilizing high-quality and efficient public transport, reducing the use of cars alongside the utilization of non-polluting categories of vehicles.
By developing an intelligent and efficient traffic management system and through the modernization/integration of the city's current monitoring sites, an effective tool for data collection, documentation, storage, and support in coordinating the actions of the Romanian Police and the Local Police of the Municipality of Miercurea-Ciuc will be achieved.
In this regard, through the supported activities/measures within the defined objectives, the main goal is to improve intelligent traffic management solutions based on metadata, in order to combat congestion and pollution on streets, decarbonize and improve the public transport sector, associated with urban mobility solutions as a public service, improving logistics routes and freight transport, as well as expanding and modernizing physical road infrastructure based on metadata, and road connectivity projects.
The project objective is to implement an ITS Traffic System (STS), focusing on enhancing traffic flow and safety on urban roads through adaptive controls and analyses. The introduction of traffic monitoring through video cameras will contribute to achieving these goals. The video traffic monitoring system will be of a closed circuit type, with the visualization of monitored areas carried out at a control center located at the premises of the Local Police. This goal will be accomplished through procurement of equipment including design and execution of installation works, power supply implementation and cabling, as well as installation and configuration of the system for developing intelligent traffic management systems, through equipping the control center and implementing the video traffic monitoring system.
By implementing the traffic management system, the Miercurea Ciuc City Hall aims to achieve the following general objectives:
1. Improving city security
2. Ensuring public and road safety
3. Monitoring and managing traffic
4. Protection of public domain
5. Transparency and supervision
In accordance with the provisions of art.160 para. (1) and (2) of Law 98/2016 as amended, the Contracting Authority will respond to requests for clarifications/information on the 11th day before the deadline for submitting offers. The deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information regarding the awarding documentation is 19 days prior to the deadline for submitting offers.

The awarding documentation refers to the procurement of:
-supply and implementation of a traffic management system, which consists of the following components:
1. LICENSE PLATE RECOGNITION MANAGEMENT AND INFORMATION VISUALIZATION SYSTEM,
2. MANAGEMENT AND VIDEO SURVEILLANCE SYSTEM,
3. DISPATCHING EQUIPMENT,
4. AUXILIARY EQUIPMENT;
-design and execution of installation works, commissioning of all elements, and implementation of the system, including technical assistance from the designer during the execution of works for the traffic management system;
-warranty services and technical assistance services according to the needs mentioned in this Terms of Reference.
