Description:
Ellevio AB is seeking to establish a framework agreement for technical consulting services in local and regional electricity networks, covering various areas of expertise and allowing suppliers to qualify for multiple parts.

Purpose of the procurement: Ellevio AB is conducting a procurement process according to a negotiated procedure with prior announcement to establish a framework agreement concerning technical consulting services within Ellevio's network areas for both local networks and regional networks. The framework agreements cover the following areas of expertise:
Local Networks (<24 kV)
Regional Networks (>24 kV)
Forestry and Property Law
Inspection
Documentation Services
Operation and Maintenance
The areas of expertise are treated as separate parts. Suppliers can apply to qualify for one or more areas of expertise.
The framework agreements contain no guaranteed volumes. In the next phase (step 2), qualified suppliers will be given the opportunity to submit bids. The number of awards per area of expertise and the award criteria will be specified in the procurement documents in (step 2). The weighting or order of priority of the criteria will be indicated in the documents.

Validity period of the framework agreement: This framework agreement comes into effect on 01/04/2026 and is valid for four (4) years, with the option for the client to extend the agreement by up to two (2) years at a time, a maximum of two (2) times.

Instructions for application: The requirements and conditions applicable to the selection of suppliers in this procurement phase are specified in this procurement document with attachments. Suppliers are asked to carefully read through the material, accurately respond to all questions, and attach the requested material when submitting their application.
Ellevio uses e-Avrop as a procurement tool. This means that you as an applicant will have access to additional information during the application period, a smooth communication channel, and an easy way to submit your application. Our electricity network areas: We own, operate, and develop regional and local networks in six geographical areas in central Sweden as well as in the Markbygden wind farm cluster in Norrbotten. Of the nearly one million customers, about 86 percent are households. Six out of ten are in Stockholm.
Here are our electricity network customers:
Dalarna: approximately 36,000 customers
Gävleborg (Hälsingland and Gästrikland): approximately 74,000 customers
Skaraborg-Närke: approximately 27,000 customers
Stockholm (Stockholm city, Ekerö, Lidingö, Täby, Nynäshamn, and Vallentuna): approximately 593,000 customers
Värmland: approximately 104,000 customers
West Coast (Halland and Bohuslän): approximately 132,000 customers
Piteå: Five wind power customers in the Markbygden wind farm outside Piteå
