Description:
Frederiksberg Municipality seeks operators for 10 concession contracts to establish and operate charging stations, including new locations and expansions of existing infrastructure, with specific requirements for power output and design aesthetics.

This tender concerns 10 concession contracts (subcontracts) for the establishment and operation of charging stations for Frederiksberg Municipality. The charging stations must be capable of delivering an output power of 22 kW (subcontract 1-8) and at least 50 kW (subcontract 9-10) – both types must be able to handle load sharing. In Frederiksberg Municipality, charging infrastructure has already been established, ensuring broad geographical coverage. However, the need for additional charging infrastructure is continuously increasing as the share of electric cars rises, and the charging infrastructure must be expanded to meet political targets. Most of the existing charging infrastructure is set up with a five-year permit under section 80 of the Road Act before the AFI Act. As these permits expire, they will be put out to competitive bidding in accordance with the AFI Act, and this tender is among other expressions of this. Furthermore, 39 new locations where there are currently no charging stations will also be tendered. Of the 39 new locations, fast chargers (minimum 50 kW) are to be established at 4 of these locations. Bidders may choose to submit bids for one, several, or all subcontracts. If multiple bids are submitted, the bidder must indicate the order of priority in the bid list. Only bids that achieve a score of at least 5 for “Design/Aesthetics” will be eligible for contract award. This means that bids that do not meet this requirement will be excluded from the evaluation and thus will not be taken into account. A bidder can be awarded a maximum of three subcontracts among subcontracts 1-8 and a maximum of one subcontract among subcontracts 9-10. The operators with whom the municipality enters into a contract gain the right and obligation to operate charging points and provide charging services to end users. The tender is conducted in accordance with the European Parliament and Council Directive 2014/23/EU of February 26, 2014, on the awarding of concession contracts (the Concession Directive) as implemented by Executive Order No. 1080 of 29/06/2022 and is carried out as a public tender. The annual concession fee for the individual subcontract during the contract period will be determined based on the concession fee offered by the supplier. The awarded concession contracts will come into force and have a duration as follows: • Subcontract 1-5: will come into force on January 1, 2026, and will run until December 31, 2035 • Subcontract 6-8: will come into force on January 1, 2027, and will run until December 31, 2036 • Subcontract 9-10: will come into force on January 1, 2026, and will run until December 31, 2035
