1. The subject of the proceedings is to conclude a Framework Agreement for the selection of a Contractor who will provide an IT solution for the Units, hereinafter referred to as the "System", covering: a) a solution used for managing security events and information (SIEM - Security Information and Event Management system), hereinafter referred to as the "SIEM System" and b) a solution used for automating and structuring processes in IT systems (SOAR - Security Orchestration, Automation And Response system), hereinafter referred to as the "SOAR System" along with technical support, Warranty and Accompanying Services in a maximum total quantity indicated in the OPZ, for use throughout the duration of the Framework Agreement, including Contractor's Services (Installation and Implementation together with training workshops for the implemented System, Expert Support of the Contractor) and Manufacturer's Training Services.
2. The Ordering Party anticipates the possibility of implementing the System in various locations, configurations and at different delivery times during the duration of the Framework Agreement, according to orders placed by the Units.
3. The Ordering Party requires that the implementation of the System be possible as independent instances and without limitation on the number of these instances. The Ordering Party requires that the use of the System be possible in at least two independent licensing groups, i.e. one group for the Ministry of Justice, with the possibility for court units to use the System within the same license group with the possibility of freely transferring/sharing licenses between instances within the same group (transferable licenses), and a second analogous group for the Central Board of the Prison Service.
4. A detailed description of the subject of the contract is included in Annex 2 to the SWZ.
5. The Ordering Party does not require the Contractor or subcontractor to employ persons performing activities related to the execution of the order under an employment relationship, as referred to in Article 95(1) of the Public Procurement Law.
6. The list of Units that may award orders or for which orders may be awarded is included in Annex 8 to the SWZ.
