The subject of this tender is the comprehensive and needs-based construction and operation of charging infrastructure for electric vehicles (cars and small commercial vehicles) in public road spaces, as well as on publicly accessible areas owned by the District of Oldenburg or the municipalities belonging to the district, and at a location in the City of Oldenburg (Oldb). The construction of charging infrastructure on non-publicly accessible areas is only permissible in exceptional cases.
To determine the charging infrastructure to be established as part of the tender, the District has created a forecast of the number of electric vehicles and charging needs in the district until the year 2035 and has used this to base the construction quantities.
A nominal output of 6,000 kW is to be installed throughout the entire contract area, which will be awarded in two lots.
In Lot 1 "North", a charging capacity of 3,500 kW is planned, and in Lot 2 "South", 2,500 kW. The construction of further charging facilities is possible after a separate needs assessment. The details are regulated by the contract for the construction and operation of charging infrastructure.
It is planned to set up AC, DC, and HPC charging points.
The district intends to grant the operators a fundamentally exclusive general right for the construction and operation of the charging facilities in public road areas and on publicly accessible municipal areas.
