Description:
The procurement involves acquiring a Real-Time RT PCR System and a Vacuum Concentrator to enhance the monitoring and investigation of infectious diseases, improve sample processing capabilities, and ensure quality diagnostics in epidemiological situations.

The procurement of the Real-Time RT PCR System will ensure effective monitoring of communicable diseases, as well as quality improvements through providing certainty in diagnostics in case of epidemiological risk situations in SARI infections, measles and rubella virus infections, Bordetella pertussis infections, and in the surveillance of wastewater. The Real-Time RT PCR System will contribute to improving the capacity for investigating infectious disease outbreaks at both regional and national levels, enhancing routine surveillance of infectious diseases at regional and national levels, in accordance with the "ECDC strategic framework for integrating molecular and genomic typing into European surveillance and outbreak investigations across multiple countries"; and to increased preparedness to address transboundary outbreaks of infectious diseases and pandemics in a timely and effective manner in the future.
The acquisition of a Vacuum Concentrator will ensure the rapid and safe concentration of samples, including nucleic acids, PCR amplicons, and sequencing libraries. The equipment is necessary in many next-generation sequencing protocols, ensuring good resolution of the obtained sequences. The concentration stage in the library preparation phase increases the percentage of obtaining high-quality, highly precise sequences that can be analyzed with dedicated software. The device will significantly improve sample processing capabilities, enhance efficiency, and ensure the quality and reproducibility of results in the laboratory.
The contract is based on a "suspensive clause": The public procurement contract award procedure is initiated under this suspensive clause, meaning that the conclusion of the public procurement contract is conditioned by the allocation of budget credits for this purpose, with the contract being signed in compliance with the provisions regarding the commitment of expenses from the budgets subject to public finance legislation. Considering the provisions of Law 98/2016 on public procurement and the Methodological Norms for the application of the provisions regarding the awarding of the public procurement contract/framework agreement from Law no. 98/2016 on public procurement, approved by H.G. no. 395/2016, with subsequent amendments and completions, the Contracting Authority specifies that it will conclude the contract with the declared winning bidder only as long as the necessary funds for the purchase will be ensured through the allocation of budget credits for this purpose. In the event that, for any reason, the budget credits are not allocated, within 6 months of the approval of the procedure report, the award procedure will be annulled by law, provided that there is no other source of financing, in accordance with the provisions of Article 212 paragraph (1) letter c) of Law 98/2016 on public procurement, with subsequent amendments and completions, making it impossible to conclude the public procurement contract. Bidders in this procedure understand that the Contracting Authority cannot be held responsible for any damages in the event of cancellation of the award procedure, regardless of their nature and regardless of whether the Contracting Authority has been notified of the existence of such damages. Bidders in this procedure accept the use of the above special conditions/suspensive clause, taking on full responsibility regarding any damages they may suffer in the described situation. The maximum period for which the suspensive clause operates is 6 months, but no later than the project completion deadline, so that, if the condition for signing the financing contract is not met, the award procedure is canceled.

Lot 1 Real-Time RT-PCR System.
1 unit Integrated system for PCR reactions with real-time detection (real-time PCR), fast real-time PCR and post-PCR analysis (amplification curves, melting curves, and allelic discrimination).


LOT-0002
Lot 2 Vacuum Concentrator.
1 unit Integrated system for concentrating, drying and purifying biological molecules such as nucleic acids and proteins. The system must include all components necessary for autonomous operation, without additional equipment: centrifuge unit with integrated vacuum pump, fixed angle rotor, and standard accessories.
