The Machine Engineering Department Southwest at the Waterways and Shipping Office Mosel-Saar-Lahn aims to electrify the vehicle fleet of the Federal Waterways and Shipping Administration ("WSV"). To achieve this, it is necessary to take over the operation of existing charging facilities at approximately 345 properties nationwide and (on a significantly larger scale) to construct and operate additional charging facilities. These charging facilities are primarily intended for operational/service use by WSV's electric vehicles; secondarily, it is possible for employees or visitors to use the charging facilities. The contracting authority is therefore awarding the following services in several lots: - Planning and construction of the (preliminary) infrastructure for the charging facilities (four regional lots), - Installation of the charging facilities and operation of the existing and new charging infrastructure (one nationwide lot). Coordination and communication between the contractors of the regional lots (Lots 1 - 4) and the contractor of the nationwide lot (Lot 5) are essential for the project's success.

Lot 1
Planning and construction of the preliminary infrastructure (Lot 1).
Description: The subject of this lot is the provision of planning services as well as the construction of preliminary infrastructure necessary for the installation, operation, and control of charging facilities at the properties listed in Contract Annex 1: ("Properties") named by the contracting authority. The contractor's services are divided into the following work packages: - Ensuring overarching project management (Work Package 1), - Conducting kick-off meetings and creating a rollout plan (Work Package 2), - Performing a status assessment (Work Package 3), - Creating a rough concept and conducting a site visit to validate the rough concept for each property (Work Package 4), - Final planning of the preliminary infrastructure (Work Package 5), - Construction of the preliminary infrastructure (LIS) (Work Package 6) and - Handover, particularly the acceptance of the preliminary infrastructure, and documentation (Work Package 7). The individual work packages are detailed in Contract Annex 3 ("Functional Performance Description for Planning and Construction"). Additionally, the contractor shall designate a central contact person (project contact person) by the latest at the kick-off meeting, who is responsible for all communication with the central contact person designated by the contracting authority. The contractor shall submit a monthly report on project progress during the contract period; the progress report is to be submitted by the end of each month to the contracting authority as well as to the operator of the designated charging facilities (Lot 5) selected by the contracting authority.

Lot 5
Construction and Operation of the Charging Facility (Lot 5).
The subject of this contract is the construction and commissioning as well as the operation and power supply of charging facilities for electric vehicles and the operation of the preliminary infrastructure at the properties listed in Contract Annex 1 ("Properties") named by the contracting authority. Additionally, the subject of the contract includes the ongoing submission of a progress report and the preliminary conduct of a kick-off meeting and creation of a rollout plan. Construction: The contractor is obliged to install charging facilities at the properties of the contracting authority. The installation includes the assembly of the charging facilities as well as their connection to the electrical infrastructure and to an IT backend of the contractor. The properties and the number of charging facilities are distributed as follows across a total of four lots: - Lot 1 (WSA 801, 802, 803, 804, and 813): Construction of the preliminary charging infrastructure for approximately 481 charging points (LP) by 30.06.2029, in as evenly sized annual portions as possible. - Lot 2 (WSA 806, 808, 812, and 814): Construction of the preliminary charging infrastructure for approximately 374 charging points (LP) by 30.06.2029, in as evenly sized annual portions as possible. - Lot 3 (WSA 807, 809, 810, and 811): Construction of the preliminary charging infrastructure for approximately [451] charging points (LP) by 30.06.2029, in as evenly sized annual portions as possible. - Lot 4 (WSA 805, 815, 816, and 817): Construction of the preliminary charging infrastructure for approximately [584] charging points (LP) by 30.06.2029, in as evenly sized annual portions as possible. The contractor carries out the installation of the charging facilities according to the specifications in the Functional Performance Description for Construction and Operation. The charging facilities must comply with the applicable legal requirements and the generally accepted rules of technology. After the installation of the charging facility, the contractor checks the functionality of the charging facilities. The standard for this is that operation is unconditionally possible according to the contractual specifications. Ownership of the charging facilities passes to the federal government no later than upon commissioning. Operation: The contractor must ensure that the charging facilities are operated in accordance with the applicable legal and sub-legal provisions as well as the generally accepted rules of technology during the contract period. In particular, the charging facilities must operate with open interfaces and standard protocols during the contract period. The operator is also responsible for the demand-oriented maintenance and renewal of the charging facilities in line with the state of the art; this primarily includes the obligation to eliminate malfunctions and damages to the charging facilities. The electricity required for the charging process and the electricity for auxiliary equipment under the contract must come from renewable energies (green electricity). This is fulfilled if the supplier of the electricity for the required amounts of electricity for the charging process redeems a proof of origin in accordance with § 3 No. 29 of the Renewable Energy Sources Act 2021 at the proof of origin register of the Federal Environment Agency. The requirements for operation are specified in the Functional Performance Description for Construction and Operation.
