The subject of the contract is the implementation of the 'Smart Predictive Staffing System for School Units & Educational Policy - EDUPLAN.AI'. It is a national information system based on artificial intelligence (AI), aimed at strategic planning and rational staffing of primary and secondary education school units. Specifically, the contract pertains to the design, development, pilot and production operation of a comprehensive digital platform that will allow for the evaluation of primary and secondary education school units by multiple stakeholder groups: parents, educators, and students.
The system will enable monitoring, forecasting, and automatic simulation of the needs for permanent and substitute staff, based on demographic, housing, educational, and specific data by area. The goal is to transition from the traditional management model to a strategic planning system that ensures optimal resource allocation and transparency in placements.
The duration of the contract is twelve months (12) from the signing with the option for extension.
Subdivision of the contract's subject into lots (according to the provisions of article 59 of law 4412/2016) is not feasible, as the deliverables of the contract are considered interconnected and interdependent. The services of the contract are organically connected to each other and constitute a single project. The effectiveness, adherence to timelines, addressing risks during implementation, and immediate adaptation to needs arising during execution are interlinked actions. In case of splitting the contract into lots, sufficient temporal coordination among actions would not be feasible. The sequence of individual tasks imposes the proposed method for conducting the competition so that the purpose of the action to be implemented is served in the best, qualitative, managerial, and effective way.
The Total Budget of the Project - Estimated Value of the contract amounts to €3,000,000 excluding VAT of 24%, or €3,720,000 including VAT.
