Description:
The project involves designing, supplying, and installing photovoltaic systems with energy storage for the Municipal Transport Company in Zawiercie, including necessary documentation, permits, and training.

1. The subject of the contract is the design, supply, and installation of photovoltaic systems along with energy storage for the Municipal Transport Company in Zawiercie as part of the project titled: "Development of decentralized energy based on RES for public utility buildings in the Municipality of Zawiercie 3".
2. The scope of work includes the completion of:
 inventory of the electrical installation necessary for design;
 obtaining necessary agreements, decisions (if required), including: requesting connection conditions for connecting the generating source, building permits, or notifications;
 development of project documentation and its approval with the Contracting Authority;
 modernization and equipping the main electrical cabinet of the building necessary for the safe operation of the photovoltaic installation;
 construction of a photovoltaic installation on the building and land with a total power of at least 300.00 kWp;
 obtaining all administrative and legal permissions;
 installation of supporting structures for PV modules;
 installation of PV modules on supporting structures;
 installation of inverter(s);
 installation of energy storage with an integrated energy management system;
 laying of cabling on the DC and AC side, applying appropriate devices;
 connecting the PV installation to the main electrical cabinet for the needs of the building;
 including lightning protection for the photovoltaic installation;
 performing seals, post-installation repairs;
 performing tests to check the proper functioning of the system, including the equipment;
 commissioning the system and adjustments;
 marking the cabinet, cable junction informing about the PV installation and electric energy storage (if applicable);
 electrical measurements;
 training for the Contracting Authority and User;
 reporting the installation to the energy company and PSP Zawiercie;
 preparation of as-built documentation.
3. The delivered devices must be unused and brand new, produced no earlier than in 2025, come from serial production considering the configuration options provided by the manufacturer for the offered model of equipment, and come from an official distribution channel for the European market. The Contracting Authority does not allow the use of prototype equipment, and the applied technology and its individual components should be validated in operational practice.
4. A detailed description of the subject of the contract as well as the description of how to execute part of the order can be found in the Functional-Utility Program (PFU), which is an attachment to the SWZ.
5. The Contracting Authority simultaneously informs that in accordance with the provisions of the Draft Contractual Provisions, it will require the Contractor selected in the procedure to establish insurance protection (according to the principles specified in the Draft Contractual Provisions) and to provide a performance bond during the contract execution period, in accordance with the content of the SWZ.
6. The Contracting Authority requires the Contractor to provide:
a) a product warranty for DC/AC inverters - minimum 10 years,
b) a product warranty for energy storage - minimum 8 years,
c) a warranty for the remaining installation equipment minimum 8 years.
7. Time to remedy faults – up to 7 working days from the moment they are reported during working days from 7:00 to 15:00.
8. Time response to a service report – up to 24 hours from the moment of reporting during working days from 7:00 to 15:00 according to the principles resulting from the Agreement.

1. 9. Where a trademark (brand), patent, origin, source, or specific process characterizing the products or services provided by a specific Contractor has been indicated in the SWZ including in the Functional-Utility Program (PFU) or other ordering documents, the Contracting Authority, in accordance with Article 99.5 of the Act allows submission of an equivalent offer or, in accordance with Article 101.4 of the Act, the offering of “equivalent” solutions in relation to those indicated in the Description of the subject of the contract, provided that they ensure obtaining technical parameters no worse than those specified in the SWZ including PFU.
10. Pursuant to Art. 101.5 of the Pzp Act, a Contractor who refers to equivalent solutions described by the Contracting Authority (in terms of standards, technical assessments, technical specifications, and technical reference systems referred to in Article 101.1 point 2 and section 3 of the Pzp Act) must prove in the offer, in particular by means of the subject evidence referred to in Articles 104-107 of the Pzp Act, that the proposed solutions meet the requirements specified in the description of the subject of the contract to an equivalent extent.
11. The Contracting Authority requires the submission with the offer of the subject evidence, i.e. specifications of the offered devices, confirming that the devices meet the requirements contained in the description of the subject of the contract and the minimum technical parameters indicated by the Contracting Authority, in accordance with Attachment No. ... to the SWZ. The Contracting Authority provides for the supplementing of the subject evidence when the Contractor has not submitted it or if the submitted subject evidence is incomplete.
12. Considering the requirements contained in Article 101.1 of the Pzp Act regarding the accessibility for all users, and in particular persons with disabilities, the Contracting Authority requires that where the subject of the contract requires it, the installation should be carried out in a manner that ensures the possibility of performing service activities for persons with disabilities.
