Invitation to tender for the supply of software for digital speech recognition.
The subject of the procurement project is the awarding of a contract for the supply and support for the implementation of cloud-based software for digital speech recognition. The aim is to achieve efficient medical documentation by means of speech recognition and thus the possibility of dictating directly into the electronic case and patient file.
In detail, according to the requirements of the bill of quantities with price sheet,
• Licenses of speech recognition software for doctors and nurses as a cloud solution,
• support in the implementation of the software in the operation of the clinic as well as in the establishment of operational readiness of the software as well as
• Provision of user training as part of the execution of functional tests as well as during implementation

for automated and voice-based documentation for the creation of doctor's letters and findings at the required workstations.
A total of 350 speech recognition licenses for physicians and 85 speech recognition licenses for nursing staff are to be delivered. The clinics reserve the right to order the delivery of 200 additional licenses for the medical profession, 85 additional licenses for the nursing staff professional group and 80 additional licenses for deep integration with Medico Touch as required (unilateral option rights of the client).

On the one hand, the software is supposed to enable speech recognition in the form of direct voice inputs / dictations. On the other hand, voice control should also be integrated. It should be able to be integrated into the electronic patient record and enable users to store freely spoken voice inputs as documentation entries in it. In addition, the software should be able to learn on the basis of previously corrected text, thus continuously improving and adapting to the dictation style and language character of the user.
The connection and integration into the existing HIS system of the clinics is necessary to ensure a clear assignment to the respective patient.
Due to the use of grants according to the KHZG funding guideline, it must be guaranteed that the MUST criteria according to section 4.3.3 of the KHZG funding guideline for the eligibility of § 19 para. 1 sentence 1 no. 3 KHSFV can be fulfilled when all services are provided. All requirements listed there with the priority "MUST" are exclusion criteria, non-compliance with which will result in the exclusion of the offer.
