Purchase, Construction and Delivery of the Energy Storage System This request for proposal concerns the selection of a contractor for the comprehensive implementation, in an EPC "turn-key" (Engineering, Procurement and Construction) formula, of a project consisting of designing, delivering, executing, commissioning, and handing over for operation a battery energy storage system (BESS) in Pabianice, together with all necessary ancillary infrastructure, including connection infrastructure, control, protection and telecommunications. The project includes an electric energy storage system with a capacity of approximately 60 MW and storage volume of approximately 120 MWh. The physical effect parameters adopted for the project include: 1 electrochemical energy storage system, with a volume of 120.00 MWh and power of 59.40 MW. The subject of the contract also includes the provision of O&M services for the period indicated in the tender documentation.
The project is financed from the Modernization Fund through the National Fund for Environmental Protection and Water Management, as part of the priority program "Electricity Storage and Related Infrastructure to Improve the Stability of the Polish Power Grid." The storage system is to be connected to the transmission network of Polish Power Grid in accordance with the grid connection agreement and technical documentation.
The procedure is conducted in the form of a request for proposals with the appropriate application of the provisions regarding the tender referred to in Articles 70(1) – 70(5) of the Civil Code.
The order covers the Basic Scope and the Optional Scope provided by the Employer, with each Bidder required to submit an offer covering both the Basic Scope and the Optional Scope, separately indicating the price for each of these scopes.
The Basic Scope includes the comprehensive implementation of the BESS investment in an EPC "turn-key" formula, in accordance with the proceeding documentation and the EPC Contract, excluding the purchase and delivery of a 220/33 kV high voltage power transformer, provided that the Basic Scope covers installation, integration, commissioning and handing over of the above transformer, transformer station, together with all works, devices, installations, documentation and actions necessary for its proper functioning and integration with the rest of the investment. The Optional Scope includes the purchase and delivery of a 220/33 kV high voltage power transformer to the construction site meeting the requirements presented in the Request for Proposals, including the attached documentation.
