This public procurement is conducted under Art. 7, Para. 2 of the Public Procurement Act and aims to assign the main part of the order to which Art. 21, Para. 6 of the Public Procurement Act applies. The subject of the entire public procurement is the delivery of environmentally friendly research equipment for the Geological Institute at the Bulgarian Academy of Sciences for the implementation of contract № BG-RRP-2.011-0010, funded by the EU – NextGenerationEU, with the following lots: Lot № 1 – Autonomous system for high-precision ground and aerial documentation of landforms - 1 unit, with an estimated value of 140,727.84 BGN (one hundred and forty thousand seven hundred and twenty-seven leva and 84 stotinki), excluding VAT Lot № 2 - Unmanned aerial system in class C2 - 1 unit, with an estimated value of 10,493.00 BGN (ten thousand four hundred and ninety-three leva), excluding VAT Lot № 3 - Unmanned aerial system in class C0 - 1 unit, with an estimated value of 2,557.28 BGN (two thousand five hundred and fifty-seven leva and 28 stotinki), excluding VAT. Total estimated value: 153,778.12 BGN, excluding VAT Nomenclature, according to the Common Procurement Vocabulary (CPV): 34711200 – Unmanned aerial vehicles.

Based on Art. 21, Para. 6 of the Public Procurement Act, the contracting authority may assign lots according to the procedure valid for the individual estimated value of each, provided that the value of the relevant lot does not exceed 156,464 BGN (for supplies) and the total estimated value of the lots assigned in this way does not exceed 20 percent of the total estimated value of the procurement. Given that the individual estimated value of lots № 2 and № 3 does not exceed 156,464 BGN, as each falls within the scope of Art. 20, Para. 4, item 3 of the Public Procurement Act and the total estimated value of the two lots constitutes 8.49% of the total estimated value of the procurement, the contracting authority exercises the right under Art. 21, Para. 6 of the Public Procurement Act and will assign the execution of lots № 2 and № 3 according to the procedure valid for the individual estimated value of each, namely – direct assignment under Art. 20, Para. 4, item 3 of the Public Procurement Act. The total estimated value of the lots that are assigned according to the procedure valid for their individual estimated value amounts to 13,050.28 BGN. The remaining estimated value, after deducting the estimated value of the lots that are assigned according to the procedure valid for their individual estimated value, corresponds to the estimated value of lot № 1 and amounts to 140,727.84 BGN.

This procedure aims at allowing participants to submit offers only for lot № 1. The object of the public procurement is the “delivery of goods” within the meaning of Art. 3, Para. 1, item 2 of the Public Procurement Act. This procurement is for the delivery of an Autonomous system for high-precision ground and aerial documentation of landforms, consisting of 1 (one) unit of ground geodetic measurement system using the Global Navigation Satellite System (GNSS) and 1 (one) unit of unmanned aerial system, class C3.
