The consultation aims to award a public contract for enhancing energy performance and modernization of climate engineering installations across 23 sites in Saint-Avertin, targeting significant reductions in energy consumption and carbon footprint through various energy performance measures and increased use of renewable energy.
The purpose of this consultation is to award a global performance public contract to achieve and guarantee the improvement of the energy performance of climate engineering installations (heating, domestic hot water, cooling, ventilation, and air treatment) at 23 sites with a goal of reducing energy consumption for heating and domestic hot water (gas, heat network, wood, electricity) by approximately 12.5% at least, as well as a reduction in carbon footprint of about 15% starting from the first heating season after the 3 years of work.
The objectives pursued include:
- Compliance of installations with the provisions of decree No. 2020-887 of July 20, 2020 “concerning the automation and control system of non-residential buildings and the automatic regulation of heat” (the “BACS” decree);
- Reduction of energy consumption to contribute to achieving the targets set by decree No. 2019-771 of July 23, 2019 “concerning obligations for actions to reduce final energy consumption in tertiary buildings” (the “tertiary” decree);
In general terms, an improvement in the energy mix is also expected through increased use of renewable energies (notably solar energy, biomass, or geothermal energy) and a reduction in reliance on non-renewable carbon-based energy sources, including at a minimum the removal of the existing oil boiler.
The energy sources for the production of heating and domestic hot water represent a consumed volume of approximately 4.3 GWh/year.
The procedure has entered into a competitive dialogue in accordance with articles L.2124-4, R.2124-5, and R.2161-24 to R.2161-31 of the Public Procurement Code.
LOT-0001
Energy performance contract for the implementation of energy performance actions, modernization of equipment, energy supply, operation, major maintenance, and renewal of climate engineering installations for the City of Saint-Avertin.
The Contractor will be responsible for:
- Implementing energy performance measures, installing equipment, and carrying out the work it has recommended to achieve contractually guaranteed energy savings, excluding all significant work related to the structure (i.e., excluding all work involving design services as defined in article L. 2171-7 of the Public Procurement Code, non-equipment work must be limited to interior insulation or replacement of windows with the same or standardized dimensions, without changing the dimensions of the openings, the structure, or the architectural appearance of the buildings);
- The objectives of reducing energy consumption and decreasing the carbon footprint must be achieved no later than 2031;
- The provision and management of the energy (P1) necessary for the production of heating and domestic hot water starting from January 1, 2028 (natural gas) and starting October 1, 2027, for oil and wood;
- Operation, maintenance, and ensuring the equipment and materials used for heating, domestic hot water, air treatment, ventilation, and air conditioning (Service P2) are in perfect working order;
- Total guarantee of this equipment (Service P3);
- Commitment to service quality and monitoring of the GTC to ensure responsiveness and traceability related to troubleshooting and maintenance interventions and to services that contribute to monitoring operations in general;
- Implementation of works to improve thermal installations or thermal insulation (joinery, interior insulation) with a goal of energy transition over the duration of the contract (work schedule, management of aid files, assistance with CEE, ...).
The investment budget for energy performance actions (production, distribution, and management equipment, accessory thermal insulation work), which will be carried out by the CONTRACTOR and financed by the City, shall not exceed 3 million euros before tax, equivalent to 3.6 million euros including tax over 3 years (including the valuation of CEE and excluding any potential subsidies):
• 0.5 million euros before tax or 0.6 million euros including tax for the first year.
• The remainder to be distributed over the following 2 years within the limit of 1.5 million euros before tax or 1.8 million euros including tax per year.
