According to Article 21, Paragraph 6 of the PPA, contracting authorities may assign separate lots in accordance with the procedure valid for the individual projected value of each, provided that the value of the respective separate lot does not exceed BGN 156,464 for supplies and services and BGN 1,000,000 for construction and the total value of the separate lots assigned in this manner does not exceed 20 percent of the total projected value of the order. For separate lots from No. 6 to No. 22, both conditions have been met. Offers are submitted only for lots 1, 2, 3, 4, and 5; the requirements stated in the present documentation for the procedure under Article 18, Paragraph 1, Item 1 of the PPA apply to them.

The software products (packages) delivered with the equipment (if applicable) must be licensed. The equipment must be delivered complete with all parts, accessories, and consumables necessary for proper operation and smooth operation. The proposed equipment must have parameters identical or better than the minimum requirements of the Contracting Authority specified in the technical specification. All technical specifications proposed by the Participant, relating to the minimum technical requirements of the Contracting Authority for the equipment, must be achievable with the overall proposed configuration of the equipment without the need to purchase additional modules for the equipment that are not included in the offer.
