Description:
The project involves upgrading the public transport vehicle priority system in Olomouc to enhance communication with modern traffic light controllers and improve the detection and prioritization of vehicles.

The subject of this public contract is the Modernization of the existing public transport priority system, which is no longer sufficient to utilize the capabilities of modern traffic light controllers (SSZ), especially for the timely detection of priority vehicles and setting passage priorities. The currently capacity-inadequate transmission network will be replaced with communication within ITS-G5 according to the ETSI TS 103 301, ETSI EN 302 636 1,2,3,4,5,6 standards. To ensure communication with intersection equipment compliant with the C-ITS standard, the project includes modernization of the control systems in public transport vehicles (trams and DPMO buses), focusing primarily on onboard computers, communication units with intersection controllers (OBU), communication units (wifi, GSM, GNSS), digital announcers, power units, and receivers for the visually impaired. The city of Olomouc is simultaneously progressively installing at intersections new generation traffic signal controllers and priority control units (RSU) compliant with new standards (C-ITS).

The subject of the public contract consists of:
- Delivery and installation of components into the contracting authority’s vehicles within the scope and manner defined in the SPC;
- Commissioning of the vehicle system and priority system as a whole, i.e. implementation of newly supplied components into the vehicle control and information system, and implementation of vehicle priority units for two-way communication between the contracting authority’s public transport vehicles and traffic light signal controllers (bringing priority into routine operation),
- Handling complaints, defects, and software updates within user, service, and legislative system support (maintenance program) under contract terms agreed for 60 months.

A detailed scope and specifications of the above components of the public contract performance are contained in the SPC, CONTRACT, and these TENDER CONDITIONS.
