Purchase and delivery of an analytic-general platform The subject of the contract is the purchase and delivery of an advanced analytic-general platform (Professional/PRO Subscription). This technology enables conducting natural, multi-turn voice dialogues in real time, based in part on models from the GPT family and interfaces. These systems are characterized by high-quality generated voice, relatively low latency, and the ability to understand user context. They are used in customer service, education, healthcare, and assistant applications.
Access to a tool based on advanced large language models (LLM) with multimodal functions, supporting analytical work, programming, and processing of complex documents, is required. 1) Requirements regarding AI models and reasoning: a) Multimodality: Access to flagship latest-generation language models offering: - Instant mode for quick text generation and daily tasks. - Deep reasoning/thinking mode (step-by-step) for solving complex logical, mathematical, and coding problems. b) Context Window: Minimum 32,000 tokens in instant mode and minimum 256,000 tokens in advanced reasoning mode. c) Usage limits: - High dynamic message limit in standard mode (minimum 160 messages per 3-hour window). - Dedicated high limit for advanced reasoning (minimum 3,000 queries per week). 2) Advanced tool functionalities: a) Graphics generation and editing: Integrated module for synthesis and modification of images based on text prompts. b) Data and file analysis: Ability to upload and process files (text files, PDFs, CSV/XLSX spreadsheets, images) with data processing in an isolated environment (e.g., Python code execution, statistical analysis). - Support for files up to 512 MB each and up to 80 files in a 3-hour window. c) Voice processing: Native voice interaction function (real-time speech-to-text and text-to-speech processing). d) Autonomous search (Deep Research): Tool for automatic web search, synthesizing knowledge from multiple internet sources, generating structured analytical reports. e) Customization: Ability to create dedicated, customized AI assistants (with own knowledge base and instructions). f) Integrations: Built-in support for connections to external cloud drives, communication tools, and development environments.
3) General requirements regarding funding model and service provision: a) Billing form: Only monthly subscription is allowed (with monthly invoicing/charging), with flexible options to cancel service or change number of seats month-to-month. b) Delivery model: Fully cloud-based service (SaaS - Software as a Service) accessible through web browser, mobile, and desktop applications. c) Software versions: The contractor is obliged to provide always the latest available production versions as part of the paid monthly subscription.
4) Number of seats and timelines
a) From October to December 2026 (3 months) – access for 13 seats b) From January 2027 to June 2028 (18 months) – access for 15 seats
5) Additional requirements a) The software ensures digital accessibility through support of natural language interaction (text and speech), directly aiding people with visual impairments or difficulties in manual writing. The API allows integration of speech recognition and synthesis modules (ASR/TTS), generating simplified messages, and answer personalization. b) Users use these licenses to design and test voice-text interfaces that must comply with WCAG 2.1 level AA standards (including minimum 4.5:1 contrast, keyboard support, alternative texts, and screen reader compatibility).
Due to the nature of the research and development work (including the need to use full workspace panel functions directly, manage R&D staff and resources, and maintain data privacy), the subject of the order is the delivery of software access provided directly in the SaaS model (Software as a Service) as an official, native team environment of the software producer or equivalent solution. Users must be granted direct access to the official web panel and desktop/mobile applications while maintaining the full functionality of a team environment intended for enterprises and R&D teams (providing central user management, permissions, request prioritization, and data privacy protection) or an equivalent solution.
Allowing the use of equivalent products and materials Where the Contracting Authority uses specific producers' names, product names, trademarks, patents, or origins in the description of the subject of the contract, specifications, or all documents and attachments describing the subject of the contract, these should be treated only as aids in describing the subject of the contract – they serve only to approximate requirements that could not be described with sufficiently precise and understandable terms. In every case, the use of an equivalent product is allowed if it meets the minimum quality standards, technical parameters, intended use conditions, as well as the functions and utility values of the named product.

PAYMENTS
The Contracting Authority allows advance payments. The final decision on the amount and possibility of advances rests with the Contracting Authority. Partial payments are allowed. Each partial settlement/invoicing must be preceded by a mutually signed acceptance protocol without defects covering the given part/stage. Final payment will be made after the subject of the contract is completed, confirmed by a final acceptance protocol without reservations. Detailed rules of settlements and payments will be regulated in the contract for implementation of the subject of the order.
