This is an advance notice for the upcoming procurement procedure for electric vehicle charging streets as a service.
It is a concession contract. The supplier pays the Client compensation for the public space where the charging station is located. The revenues generated from the operation remain with the Supplier. The contract period runs until May 31, 2036.
The preliminary tender request with its initial attachments is attached to this notice. We request comments on them. The attachments still lack the electrical plan and traffic plan, which will be included in the final tender request.
The tender request consists of 17 sub-areas with a total of 153 separate items. Bids can be submitted for one or more items. There are no restrictions on bidding for sub-areas and items. One (1) Supplier will be selected for producing services for each of the 153 items.

On the downtown charging streets (Sub-area 1, 11 charging streets = 11 items), the Client will implement the necessary electrical connection to the charging streets, provide the operator with a place of use, electrical connections, as well as the planning and earthworks required for the infrastructure. It is the Supplier’s responsibility to procure the charging devices and collision protection, deliver them to the agreed locations, connect the charging devices to the electrical grid, and manage the commissioning, operation, maintenance, repairs, and customer service of the charging stations. Nine charging streets are for AC charging and two must have both AC and DC charging. Additionally, the chosen supplier may choose to implement DC charging at their own expense (covering all costs).
In addition to the downtown, the outlying districts (Sub-areas 2-17, a total of 71 districts) will also be put out to tender. For each district, one supplier for AC charging and one supplier for DC charging will be selected (71*2=142 items). In the districts, the Supplier is responsible for all the charging station costs.
For the downtown charging streets of Sub-area 1, the charging stations must be installed and operational by December 31, 2026. The implementation of additional charging stations in the districts and downtown must be completed within one year of obtaining the installation permit.
