Description:
The contract involves providing access to cloud infrastructure and tools for managing medical data within the SmarterKneeMRI project, specifically utilizing the Amazon Web Services ecosystem to support data processing and storage.
Purchase of cloud computing access service The subject of the contract is to provide access to cloud infrastructure and tools supporting the process of managing medical data and their annotation (labeling) within the "SmarterKneeMRI" project. The order does not include the performance of the annotation service itself (which is carried out by the Ordering Party), but only the delivery of a technological environment based on the Amazon Web Services (AWS) ecosystem, currently used as a platform for data processing, storage, and training.
1. Implementation model and integration requirements Integration with existing account: The Contractor is obliged to provide services in a manner enabling their direct "connection" and full integration with the Beneficiary's current cloud environment. Cost efficiency: Using the existing AWS environment aims to reduce deployment and maintenance costs and eliminate the need to build parallel platforms on other cloud providers' resources. Independent execution of tasks: The data annotation process will be performed independently by the Ordering Party; the inquiry concerns solely providing the environment and computing power. All prices indicated in the offer should be calculated based on the Amazon Web Services (AWS) price list applicable to the Frankfurt region (eu-central-1) and assume provision of ordered services and resource availability in this region. This requirement results from the fact that the Ordering Party's data is already stored in resources located in the Frankfurt region. Maintaining this location ensures continuity of data processing and consistency with the existing cloud environment and avoids additional actions and costs related to transferring data to another region. Using the Frankfurt region price list as a common calculation basis will also ensure comparability of offers with respect to the target location of ordered resources. For AI models not directly available in the Frankfurt region, calling from Frankfurt via the European interregional inference profile (Geo – EU) of the Amazon Bedrock service is permitted.
2. Detailed scope of services The Contractor shall provide access to the following resources within the AWS ecosystem: AWS SageMaker Ground Truth: Component for annotation, verification, and validation process (approx. 10,000 annotation units). Computing resources (Compute): Amazon EC2 / Amazon ECS instances (e.g., m6i.xlarge class) to support pipelines and application services. Amazon EC2 GPU instances for model training and inference support. Data and AI layer: Amazon S3: Extension of data storage space (approximately 10 TB). Amazon RDS for PostgreSQL (with pgvector): For metadata storage and semantic search. Amazon Bedrock & SageMaker Embeddings: AI services supporting embedding generation and annotation stages automation. Network and security: Configuration within the existing Amazon VPC, including NAT Gateway, Load Balancer, and CloudWatch monitoring.
3. Estimated resource and infrastructure usage (Technical Specification) A. Timeframe Resource usage period: 12 months (planned period: November 2026 – October 2027). B. Computing resources (Compute) Standard processing: 5 instances of m6i.xlarge class (4 vCPU, 16 GB RAM) continuously operating (24/7, approx. 730 hours/month). Purpose: supporting data pipelines, application services, and analytical tasks. GPU processing: 1 instance of g4dn.xlarge class, used approx. 440 hours/month for model training, inference, and annotation process support. C. Data storage and databases (Storage & Database) Object storage: approx. 10 TB in Amazon S3 Standard service for storing DICOM data, processing results, and versioning datasets. Database: 1 instance of db.r6g.xlarge class (4 vCPU, 32 GB RAM) with 100 GB disk space (gp3) and standard backup mechanisms. Semantic search: Utilizing the pgvector extension for PostgreSQL database to handle embeddings. D. Annotation and artificial intelligence services (AI Services) Annotation tool: AWS SageMaker Ground Truth for about 10,000 annotation units. Generative models and embeddings: Use of Amazon Bedrock and Amazon SageMaker Embeddings services to automate labeling stages and feature vector generation, employing Claude Sonnet class generative models and Amazon Titan Text Embeddings class embedding models. Estimated volume approx. 600 million input tokens and approx. 120 million output tokens, and for embeddings approx. 1 billion tokens for the entire service duration. For Amazon Bedrock generative services calculation, assume the Claude Sonnet class model in the latest version available on the offer submission date, usable under this contract's requirements: either directly in the Frankfurt region (eu-central-1) or via the European interregional inference profile (Geo–EU). E. Network infrastructure and security Isolation and traffic: Full configuration within the Beneficiary’s existing Amazon VPC. Network components: NAT Gateway (approx. 2,000 GB data/month) for outgoing traffic, Application Load Balancer for application traffic, and Amazon CloudWatch monitoring and logging system (approx. 150 GB logs/month). Compliance: Ensuring an environment that meets GDPR, HIPAA, IRB, and 21 CFR part 11 standards. Capability of indexing DICOM metadata and radiological reports (HL7 FHIR).
4. Billing and payment terms Contractor remuneration for cloud service provision will be based on the actual resource usage by the Ordering Party (Beneficiary), divided by categories. If actual usage time for a resource in the billing period is shorter than the reference unit in the Offer Form (e.g., month, hour), the fee will be calculated proportionally to actual usage, with accuracy determined by the Contractor’s native billing system. The Ordering Party does not allow minimum billing periods, flat fees, or any billing methods exceeding actual (proportional) resource usage. Remuneration will be paid monthly based on a correctly issued invoice corresponding to actual resource utilization in the billing month.
PROCEDURE The order will be awarded by a competitive procedure conducted in accordance with the competitiveness principle applicable to projects under the European Funds for a Modern Economy 2021-2027 program (hereinafter FENG). The Act of January 29, 2004, Public Procurement Law (Journal of Laws 2013, items 907, 984, 1047, 1473 as amended) does not apply.
