The subject of the contract is the delivery and implementation of the PACS image archiving system along with its integration with the HIS system and the Intelligent Services Platform (PUI), including the necessary licenses as part of the project named "Digitization and improvement of cybersecurity levels at the District Railway Hospital in Katowice – s.p.z.o.z." The contracting authority did not divide the order into parts because it is necessary to provide the service comprehensively to ensure the continuity of the existing IT infrastructure in the hospital. As part of the subject of the order, it is essential to implement and integrate new complex systems and modules with the system currently possessed by the Contracting Authority, AMMS, which constitutes a multifaceted process. This service is a functional whole, and its division would be an "artificial" procedure generating threats such as: excessive costs of contract execution (failure to achieve the so-called economy of scale), excessive logistical and organizational difficulties, and accounting and compensation issues (the need for actions by different contractors carrying out individual parts of the order) that could seriously threaten the proper execution of the order or completely prevent its execution (in the case of division into parts by the type of order, the failure to designate a contractor for any of the parts would result in the failure of the entire undertaking). The lack of division of the order does not violate the principles of competitiveness and allows the participation of contractors from small and medium-sized enterprises.
