Assignment Title       : Selection of Environmental Specialist

The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Economic Acceleration and Resilience for NEET (EARN) Project (P178077) and intends to apply part of the proceeds for consulting services (Environmental Specialist).



The consulting services (“the Services”) will include but not limited to:



The Environmental Specialist will be responsible for:




  • Lead the environmental compliance management activities in the project and manage, guide, supervise and monitor implementation of ESMF and commitments laid out in the ESCP and ensure compliance following both World Bank and Government requirements.

  • Conduct regular screening of all the sub-projects/activities for assessing environmental risk and impacts and develop site specific Environmental Management Plan (EMP) and  continue monitoring to ensure that environmental risks and impacts are properly managed following the WB ESS (Environmental and Social Standards).

  • Prepare necessary documents/instruments (including ESIA/EMP) and coordinate obtaining environmental clearance certificate from the Department of Environment (DoE).

  • Assist in the preparation of bid documents for the contract packages of the project for incorporation of costs related to EMP and necessary environment clauses.

  • Develop, organize and deliver environmental compliance management and occupational health and safety (OHS) training and orientation programs and workshops for relevant staffs and contractors.

  • Lead environmental performance and OHS monitoring of the entire project and its sub-projects’ activities coordinating with the POs, contractors, DYD officials and PIUs.

  • Prepare monthly/ quarterly/ semi-annual environment monitoring reports and any other reports as required by the project.



Qualifications




  • Masters in Environmental Science/ Environmental Engineering/ Environmental Pollution Management/ Geography and Environment/ Botany/ Zoology, or other Natural Resource Management related subject.

  • Candidates having completed professional certificate course from World Bank’s Bangladesh Environmental and Social Learning Center hosted by CERN/BUET  will be giving preference.

  • Any relevant training/certification on environmental management from the professional institute will have an added advantage.



General Experience




  • 10 years of general working experience with any Government/ Autonomous Organizations/ / Semi-autonomous Organizations or NGOs or National or International Development Partners or UN Organizations.



Specific Experience




  • At least 5 years of specific experience in the world bank funded project/s.

  • Demonstrated experience of working in the construction related project with the Local Government Engineering Department or any other govt. organizations funded by the world bank will be an added advantage.

  • Familiarity with World Bank ESF and national environmental laws.

  • Experience in preparing/reviewing ESMPs.



Suitability for the Assignment




  • Must possess excellent proficiency in computer.

  • Must be proficient in English and Bengali writing and speaking and able to communicate professionally with the donor agencies and other stakeholders.

  • Membership in any professional organizations will add advantage.



Regional/Country Experience         : Bangladesh



Date of Commencement                   : July 2025 (Tentative)



Assignment Period                            : July 2025 to June 2026 with the possibility to extension of the service subject to the satisfactory performance of the consultant and mutual consent.



Place of Working                              : Primarily at PMU of EARN with field visits all over Bangladesh if required.

The Department of Youth Development now invites eligible Individual Consultant (“Consultants”) to indicate their interest in providing the Services. A consultant will be selected following the Limited Market Approach of Individual Consultant Selection (ICS) method as set forth in the “World Bank Procurement Regulations for IPF Borrowers,” dated November 2020.
