The subject of the public procurement is "provision of services" within the meaning of Art. 3, para. 1, item 3 of the Public Procurement Act. The subject of the contract is "Creation of Educational Content in VR and Training Modules in the Field of Cultural and Historical Heritage" within the project ROBG00307 VIRTUAL HERITAGE ("Virtual Classrooms") under the Cross-Border Cooperation Programme "Interreg VI-A Romania - Bulgaria 2021-2027", with the Beneficiary being the municipality of Belene. The aim is the development and implementation of digital educational content - digital educational modules based on virtual reality (VR technology), including collecting data for 3D modeling and creating high-quality 3D content focusing on the overall Roman heritage of the Lower Danube. Activities also include conducting short training for operation and maintenance, providing academic and methodological support, assistance for the correct application of scientific and technical standards during digitization, reconstruction, and preparation of 3D content, as well as supporting the enhancement of expert capacity in the field of VR products and digital reconstructions. Professional translation and language adaptation of all educational materials into at least Bulgarian and Romanian are carried out. The described information regarding the subject of the contract, requirements for execution and production, is included in the attached technical specification and the procurement documentation, which are an integral part of it.
The deadline for the completion of all activities included in the scope of the procurement is determined by the participant's proposal. The contracting authority sets a maximum deadline for completion of up to 180 calendar days from the date of receipt by the CONTRACTOR of the assignment letter for the execution of activity/activities from the scope of the contract, until the signing of a final acceptance report for the acceptance of the execution.
The guarantee support period for the produced work is at least 36 (thirty-six) months after acceptance of the execution under the contract with a final acceptance report. The period for non-guarantee support of the produced work is at least 12 (twelve) months after acceptance of the execution under the contract with a final acceptance report.

Creation of Educational Content in VR and Training Modules in the Field of Roman Cultural and Historical Heritage.
Within the framework of the project, activity 2.2 "Creation of Educational Content in VR and Training Modules in the Field of Cultural and Historical Heritage" is planned for execution, specifically the following types of activities need to be implemented sequentially:
1. Plot Analysis for Educational Modules:
A comprehensive in-depth analysis of the educational plot is carried out to structure the content in logically sequential modules in line with the target groups and educational goals of the project. The analysis emphasizes the cultural, historical, and social significance of the Roman heritage and provides a basis for subsequent development of visual and interactive elements.
2. Gathering References for 3D Modeling:
A study and systematization of visual, textual, and scientific references, including archival materials, archaeological data, and existing research is conducted. The gathered references serve as a basis for accurate and scientifically justified 3D modeling and visual reconstruction of objects from Roman cultural heritage.
3. Preparation of Scenarios for VR Content/Plot:
Scenarios for VR educational content are developed, combining educational narratives with interactive elements and visual immersion, according to the pre-approved scenarios. Depending on the specific module, the scenarios recreate key aspects of architecture, urban environment, military, and daily life in the Roman era, ensuring consistency between historical accuracy and user experience.
4. Creation of 3D Content:
High-quality 3D content, including detailed three-dimensional models, animations, and visual reconstructions of Roman objects and artifacts is designed and produced. The content is created in accordance with the requirements for optimization, realism, and compatibility with VR environments and the necessary equipment for reproducing the finished product. All 3D assets are developed following good practices for scale, topology, and texturing, allowing their reuse in different digital formats.
5. Creation of an Application Using Unreal Engine (version 5.x or newer) or an Equivalent Platform:
A VR application is developed using Unreal Engine (version 5.x or newer) or an equivalent platform, providing the same functionality, compatibility, and future upgrade capability, integrating 3D content, scenarios, and interactive mechanisms into a unified digital environment. The application ensures stable performance, visual quality, and upgrade capability. Modular architecture and optimized rendering techniques are employed to guarantee compatibility with current VR devices.
6. Setting Interaction Logic in the Application:
Interaction logic, including navigation, activation of educational modules, interactive and educational information points is implemented. The functionalities are aimed at enhancing user engagement and the effectiveness of the training process in the digital environment. The logic is developed focusing on intuitive user experience, accessibility, and consistency of interactions.
7. Translation of Educational Content Materials:
Professional translation, voiceover, and language adaptation of all educational materials into Bulgarian and Romanian are performed. The translations guarantee terminological consistency, clarity, and accessibility for multilingual and international audiences. The adaptation is tailored to the specific context of cultural heritage and the specialized terminology used. The Contractor is obligated to conduct a short training for specified persons selected by the Contracting Authority, provide academic and methodological support, assist with the proper application of scientific and technical standards during digitization, reconstruction, and preparation of 3D content, as well as support the enhancement of expert capacity in the field of VR products and digital reconstructions. The Contractor is obliged to ensure scientific-historical and archaeological expertise in the selection, analysis, and interpretation of objects and artifacts; to participate in the development of substantive concepts, scenarios, and texts for 3D reconstructions (including by hypothesis), digital 3D twins, 3D models, and educational animations; to assist in the creation of products with virtual reality and other interactive solutions, ensuring their historical accuracy and compliance with the characteristics of the respective historical periods. The selected Contractor shall create the educational content in virtual reality, to be presented in the following training modules in the field of cultural and historical heritage with a focus on the overall Roman heritage of the Lower Danube:
1. Module 1: Roman Urbanism: including concept, scenario, and educational animations presenting the main principles of Roman urban planning and construction, creating visual designs of key urban elements and integrating interactive components in an authentic virtual (VR) digital environment
2. Module 2: The Roman Army: including concept, scenario, and educational animations presenting the Roman army and military structures, creating visual three-dimensional objects and animated avatars; integrating interactive components in a virtual (VR) digital environment
3. Module 3: Roman Games – including concept, scenario, and visual design of the module for Roman games, preparation, 3D printing, and coloring of tactile models, accompanied by short 3D educational animations.
