The object of the contract is the hiring of a pool of hours of IT services intended for the development of new features related to the management of research at the University of Barcelona (UB). The University of Barcelona has a set of internally developed applications for managing research grouped under the name SIRA. Currently, SIRA is operational at both the UB and the University of the Balearic Islands (UIB) and its upcoming implementation in other institutions is planned. On the other hand, the University of Barcelona is carrying out a significant review of the Academic Dedication Plan (PDA), which involves substantial modifications to SIRA to expand the evaluation process of research and also include the evaluation of Teaching Innovation and Dissemination. These adaptations will increase the workload for the internal ATIC group, responsible for support and maintenance of the applications both at the UB and the other user institutions, which could impact the postponement or inability to execute other development projects in this area. Among the various modules that need to be developed are the following: - Integration with electronic administration platforms: direct connection with document management systems and electronic files of the University. Use of the university's notification hub. - Improvement of interoperability and data openness: APIO for integration with other systems that facilitates connection with external platforms and allows data reuse for reports, portals, and dashboards. - Advanced integration of artificial intelligence: intelligent assistants for repetitive administrative tasks, reducing the burden on managers and improving process efficiency. - Adaptation of application interfaces to mobile devices and tablets. The mentioned hiring is considered a services contract since its object is included in Article 17 of Law 9/2017, of November 8, on public sector contracts, which transposes the directives of the European Parliament and the Council 2014/23/EU and 2014/24/EU, of February 26, 2014 (*LCSP). Lots: According to the justifying report of the contract, the nature of the services to be contracted requires that the contract be executed in a unitary way for the proper coordination of the different services that comprise it, and without any of its services having their own substance that allows a separate execution from the others.
