The subject of this tender is a software asset management tool for the license management of the Bundesdruckerei Group along with associated software maintenance, technical implementation and support services, as well as consulting for the client in subsequent productive operations. A solution is sought that can be operated either on-premise in its own data center or in AWS (Amazon Web Services) for software asset management, which includes the functionalities listed in the criteria catalog (Annex 2). Ideally, the solution should consist of a single software product or a product suite, but may also include dedicated modules/add-ons/program components if required to meet specific needs. The offered software solution must be provided under a rental model and must be licensed solely based on the number of identified IT users (employees of the client, including their affiliates, as well as any external users) for whom license needs are determined. The license requirement for the offered solution must be able to be determined on an annual basis (30 days prior to the anniversary of the contract signature). Fluctuations during the year in the license requirement of the offered solution must have no relevance for compliant contract use (true-up or true-down principle comparable to Microsoft). In addition, services related to the implementation (short: basic installation of the SAM tool and necessary components, connection of defined interfaces, import of commercial inventory data with the aim of creating an initial Microsoft balance) and further support services in productive operations must be provided. In the implementation phase, a total of three instances (DEV, TEST, PROD) should be set up on-premise in the client's internal data center or in its own territory in AWS for Bundesdruckerei GmbH, the defined interfaces should be connected, existing commercial data should be imported, and an initial balance for the manufacturer Microsoft should be created based on the existing technical and commercial data. Initial management reporting and training for the license management team are also components of this first phase. The SAM tool should transition to operation at the end of this first phase. In the subsequent operational phase, the focus of Bundesdruckerei GmbH will be on - improving data quality, - customizing the SAM tool, - connecting additional interfaces, - onboarding further software manufacturers (establishing technical and commercial data and reporting) and - establishing a bidirectional data transfer to the central systems CMDB and LeanIX - establishing the SAM tool as a corporate solution through the connection of affiliates (subsidiaries and sister companies).
